Senior Program Officer

Job description

• Design and manage the annual M&E plan and ensure regular monitoring and evaluation of program activities.
• Monitor program progress and measure effectiveness against proposed process, output, and outcome indicators.
• Implement MEL functions and activities in line with the organization’s programs.
• Work closely with implementing partners to monitor achievements and ensure compliance with MEL requirements.
• Participate in project planning and strategy sessions and provide recommendations for improving program design and implementation.
• Review partners’ M&E plans, log frames, and action/work plans.
• Support the identification and development of potential partnerships to achieve program targets.
• Ensure the quality, consistency, and accuracy of field-level data and its entry into the MEL system.
• Design and support quantitative and qualitative data collection tools and conduct the required analysis.
• Prepare and maintain the Programs MEL database.
• Monitor project financial settlements in coordination with the Finance Department.
• Prepare and submit monthly, quarterly, semi-annual, and annual program reports.
• Stay updated on industry trends and best practices and recommend improvements and innovations.
• Provide training and support to staff members and partner NGOs when applicable.
Requirements: • Previous experience in program management, monitoring & evaluation, or a related field.
• Strong understanding of Monitoring, Evaluation & Learning (MEL) processes and tools.
• Experience in data collection, analysis, and reporting.
• Strong project planning, coordination, and follow-up skills.
• Ability to work effectively with implementing partners, NGOs, and multiple stakeholders.
• Strong analytical and problem-solving skills.
• Excellent communication and interpersonal skills.
• Strong attention to detail and ability to manage multiple tasks and deadlines.
• Proficiency in preparing professional reports and maintaining program databases.
• Ability to work independently and as part of a team.
