Senior HSEQ Manager Luxury Project

About the Role

SNC-Lavalin Fayez Engineering is seeking a Senior HSEQ Manager for a luxury project. This full-time role involves leading and overseeing Health, Safety, and Environmental (HSE) activities across operations in the Kingdom of Saudi Arabia (KSA). The Senior HSEQ Manager will report directly to the Regional HSE leadership and will be responsible for implementing and maintaining the organization's HSE standards, ensuring compliance with local regulations and corporate requirements, and fostering a strong safety culture across offices, projects, accommodations, and transportation operations. The position requires over 10 years of experience.

Role Context and Objectives

The Senior HSEQ Manager will collaborate closely with operational, logistics, project, and client stakeholders to drive continuous improvement in health, safety, wellbeing, and environmental performance. This role is critical in supporting the successful delivery of SNC-Lavalin Fayez Engineering projects and business objectives within KSA. The manager will provide HSE leadership, guidance, technical expertise, and oversight for all operations and activities.

Key Responsibilities

• Promote and embed a positive and just safety culture across business units and project teams.
• Ensure compliance with corporate HSE standards, local regulatory requirements, and the Global HSE Management System (GHSEMS).
• Support project managers, resident engineers, and operational leaders on all HSE-related matters.
• Conduct comprehensive HSE risk assessments and provide recommendations to mitigate identified risks.
• Monitor and support incident reporting, investigation, corrective actions, and lessons learned in accordance with company procedures.
• Assist with the implementation of BlueBook standards and other regional HSE requirements.
• Collaborate with logistics and operations teams to ensure safe management of company-provided accommodation and transportation.
• Oversee driving safety programs and support the implementation of road safety requirements.
• Conduct HSE audits, inspections, and compliance assessments across offices, projects, accommodations, and contractor operations.
• Support leadership site visits, safety tours, and engagement programs to reinforce HSE expectations.
• Develop and deliver HSE training, awareness campaigns, and competency-building initiatives.
• Support employee wellbeing programs in coordination with leadership and wellbeing teams.
• Review hotels, worker accommodations, and temporary housing facilities to ensure compliance with company HSE standards.
• Engage with clients, contractors, consultants, regulatory authorities, municipalities, and government bodies on HSE matters.
• Monitor HSE performance indicators and prepare management reports and recommendations.
• Identify opportunities for continuous improvement and implement best practices across the organization.

Experience and Qualifications

• A minimum of 10 years of experience in Health, Safety, and Environmental (HSE) management.
• Demonstrated experience in implementing and maintaining HSE standards.
• Proven ability to ensure compliance with local regulations and corporate requirements.
• Experience in fostering a strong safety culture across diverse operational environments.

Work Environment

This is a full-time position based in the Kingdom of Saudi Arabia, involving oversight across various operational sites including offices, projects, accommodations, and transportation. The role requires active collaboration with various internal and external stakeholders.
