Job Title: Oracle Fusion ERP Administrator / Developer (Hybrid Role)

Company: Cellular Networks, Riyadh

Job Summary

The Oracle Fusion ERP Administrator / Developer (Hybrid Role) is responsible for configuring, customizing, integrating, and administering the Oracle Fusion Cloud system. This role ensures system reliability, data integrity, and optimal performance across Financials, Procurement, Supply Chain Management (SCM), and Human Capital Management (HCM) modules, while supporting internal teams, optimizing processes, and ensuring compliance with the requirements of the Saudi Central Bank (SAMA) and the Personal Data Protection Law (PDPL).

Key Responsibilities

1. System Administration

• Manage the Oracle Fusion ERP system across company modules, including Financials, Procurement, HCM, and Supply Chain.

• Monitor system health, integrations, ESS jobs, performance, roles, and access privileges.

• Manage user accounts, role permissions, data security, and workflows.

• Conduct quarterly update assessments, regression testing, and verify the readiness and health of system environments.

2. Functional and Technical Support

• Provide Level 2 and Level 3 (L2/L3) support for Finance, HR, Procurement, and Operations teams.

• Troubleshoot and resolve configuration, integration, workflow, and data issues.

• Prepare and document Standard Operating Procedures (SOPs), Root Cause Analysis (RCA), technical notes, and knowledge base articles.

• Support User Acceptance Testing (UAT), System Integration Testing (SIT), and deployments of new enhancements.

3. Development and Customization

• Develop dashboards using OTBI, BI Publisher reports, and Bursting Logic.

• Create and maintain FBDI/ADFdi templates, HDL programs, and HCM Extracts.

• Implement Page Composer customizations and UI personalizations.

• Create, develop, and optimize BPM workflows and approval rules.

• Maintain Fast Formulas for Payroll, Absence, and Benefits.

4. Integrations

• Build integrations using OIC (Oracle Integration Cloud).

• Maintain REST/SOAP API based integrations with internal systems.

• Manage secure B2B file transfers related to the company's core systems.

• Monitor integration tracking, failures, and performance.

5. Data Management

• Execute data loading processes using FBDI, HDL, and ADFdi.

• Support data cleansing, validation, and reconciliation processes.

• Ensure data readiness and audit logs for SAMA requirements, internal audit, PDPL, and compliance teams.

• Maintain accurate data retention records and access logs.

6. Governance, Security, and Compliance

• Ensure compliance with the SAMA Cybersecurity Framework requirements and the Personal Data Protection Law (PDPL).

• Enforce Role-Based Access Control (RBAC) and Segregation of Duties (SoD) in Oracle.

• Maintain audit trails and periodic access review documentation.

• Support internal and external audit activities related to ERP controls.

7. Continuous Improvement and Projects

• Support the company's digital transformation roadmap and integrations.

• Collaborate with Finance, HR, and Operations teams to streamline Oracle workflows.

• Lead automation efforts using OIC, analytics, and BPM workflows.

• Participate in planning, roadmap development, and quarterly reviews with business teams.

Required Qualifications

Education and Experience

• Bachelor's degree in Computer Science, Information Systems, or a related field.

• 3 to 8 years of hands-on experience in Oracle Fusion ERP administration and development.

• Experience managing multi-module ERP environments and handling quarterly updates.

Technical Skills

• OTBI, BI Publisher, FBDI, ADFdi

• OIC integrations using REST, SOAP, and file-based integrations

• BPM workflows

• HDL and HCM Extracts

• SQL, PL/SQL, XML, XSLT, JSON

• Knowledge of Git, Jenkins, and Jira tools is a plus.

Soft Skills

• Strong analytical capabilities and advanced troubleshooting skills.

• Excellent communication skills and ability to coordinate and collaborate across cross-functional teams.

• Strong attention to documentation and governance.

• Ability to work under pressure in fast-paced fintech environments.

Preferred Professional Certifications

• Oracle Fusion Cloud certifications in Financials, HCM, Procurement, and OIC.

• ITIL Foundation certification.

• Familiarity with SAMA and PDPL compliance requirements is a plus.
