Project Control Manager

Job Summary

Planning & Scheduling

• Develop and maintain the Integrated Master Schedule (IMS) for the rail project.
• Monitor project progress against approved baselines and milestones.
• Analyze schedule performance and identify delays critical path activities and recovery plans.
• Coordinate with engineering procurement construction systems and commissioning teams to ensure schedule integration.
• Conduct schedule risk analysis and forecast project completion dates.

Cost Management

• Establish project cost control systems and procedures.
• Monitor project budgets commitments expenditures and forecasts.
• Prepare Cost Performance Reports and Earned Value Analysis (EVM).
• Identify cost variances and recommend corrective actions.
• Manage project cash flow forecasts and financial reporting.

Progress Measurement & Reporting

• Develop project KPI dashboards and performance metrics.
• Produce weekly and monthly progress reports for management and client review.
• Present project status trends and forecasts to senior stakeholders.
• Ensure accurate progress measurement across all project workstreams.

Risk & Change Management

• Maintain project risk registers and mitigation plans.
• Support quantitative and qualitative risk assessments.
• Lead the project change management process.
• Evaluate schedule and cost impacts of change requests and variations.
• Track claims variations and contractual implications.

Contract & Commercial Support

• Support commercial teams in evaluating claims and change orders.
• Review contractor schedules progress reports and recovery plans.
• Assist in dispute resolution related to schedule and cost matters.
• Coordinate with contract management teams to ensure compliance.

Leadership & Stakeholder Management

• Lead and mentor Project Controls Engineers Planners Cost Engineers and Reporting Specialists.
• Interface with client representatives consultants contractors and project teams.
• Establish project control standards procedures and reporting frameworks.
• Drive continuous improvement initiatives across project controls functions.

Qualifications :

Education

• Bachelors Degree in Engineering Construction Management Project Management or related discipline.
• Masters Degree is preferred.

Certifications (Preferred)

• PMP (Project Management Professional)
• PMI-SP (Scheduling Professional)
• AACE Certified Cost Professional (CCP)
• PRINCE2 or equivalent project management certification

• Minimum 18 years of project controls experience.
• At least 10 years in a leadership role on large-scale rail metro high-speed rail railway infrastructure or transportation projects.
