About the Role

Hill International (KSA) is seeking a Senior Testing and Commissioning Engineer for a full-time position in Qassim Province, Al Qassim. This role involves managing and supervising testing and commissioning activities for large-scale projects, ensuring compliance with client needs and project standards.

Key Responsibilities

• Manage the integration and validation activities of the Contractor, including the validation of all Test and Commissioning plans and test procedures for the program.
• Lead, direct, and supervise a team of discipline Engineers in the preparation and execution of commissioning work.
• Assume responsibility for the completion of implementation in conformance with client needs and project standards.
• Plan, organize, and supervise works to ensure all activities are performed within the parameters of the project schedule.
• Liaise with the Systems Engineering team for engineering support and control.
• Coordinate with the Operator, Civil Defense, EXPRO, and other third parties related to all necessary testing and commissioning requirements for the project.
• Ensure all testing and commissioning works are comprehensive and discussed with stakeholders for best implementation.
• Approve testing and commissioning works.
• Participate in negotiations with regulatory agencies in public meetings with the client.
• Initiate risk assessment of testing and commissioning works, review and endorse risk assessment results, and recommend courses of action to ensure mitigation of risks.
• Attend final inspections on completed projects and initiate Contract Completion Certificates and Handover Certificates.
• Coordinate all activities for the successful Commissioning of the project within project schedules and contractual requirements.
• Oversee all coordination between Client, Contractor, vendors, Engineering, sub-contractors, and any other external or internal agency to ensure the smooth Commissioning of the process plant.
• Review calibration of testing equipment on site.
• Review testing and commissioning plans submitted by the Contractor to ensure compliance with the operational requirements of the project.
• Write Testing & Commissioning reports and documentation.
• Ensure completion of training for maintenance and operative staff, O&M manual, spare parts, and as-built drawings.
• Ensure continued compliance with relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures within Hill International.
• Perform other duties as assigned by the line manager/supervisor.

Qualifications and Experience

• A minimum of 15 years of experience in a related field.
• Knowledge of all phases of construction operations relating to field activities of engineering disciplines, construction technologies, and jobsite management.
• Experience in implementing a zero-accident philosophy.
• Extensive knowledge of health, safety, and environmental policies, processes, and procedures.
• Knowledge of the Project Construction Environmental Control Plan.
• Excellent knowledge of Water and Wastewater works.
