Job Description
Delivery Manager – Job Description (Freight Rail Project, Saudi Arabia)
Role purpose
• We need a Delivery Manager to take end-to-end accountability for safe, predictable, and high-quality delivery of a major freight rail project in Saudi Arabia, driving performance across scope, schedule, cost, interfaces, and stakeholder coordination from mobilization through commissioning/handback.
Position summary
• Job title: Delivery Manager (Freight Rail)
• Location: Saudi Arabia (site-based with travel across corridor/depots/terminals as required)
• Reporting to: Project Director
• Direct reports: Package/Section Managers, Construction Managers, Site Engineers, Interface Managers, Field QA/QC, Document Control (dotted line), HSE (matrix)
• Key interfaces: Client/Authority, Contractors and subcontractors, Operators/Maintainers, Utilities, Local authorities, Logistics, HSE, Quality, Project Controls
Key responsibilities
1) Overall delivery leadership
• Own delivery of assigned project scope (corridor sections, yards/terminals, depots, civils, track, and/or rail systems) to agreed scope, schedule, cost, and quality targets.
• Translate project objectives into executable delivery plans, package strategies, and weekly/daily production priorities.
• Establish a strong performance culture across site teams and subcontractors with clear accountabilities and measurable outputs.
2) Construction execution & field management
• Lead construction readiness, mobilization, and execution including access, logistics, temporary works, method statements, work packs, permits, and sequencing.
• Drive site productivity and remove constraints (materials, plant, labor, access windows, approvals, design queries).
• Manage construction staging in rail environments (including work adjacent to operational areas where applicable), ensuring safe coordination and compliance.
3) Safety, quality & assurance
• Ensure delivery is executed to the highest standards of HSE compliance, including active leadership in toolbox talks, site inspections, incident prevention, and corrective actions.
• Own delivery quality outcomes: ITPs, inspections, NCR closure, punch lists, test packs, and readiness for commissioning/handback.
• Ensure full compliance with project QA/QC requirements, traceability, and records.
4) Interface management (critical in freight rail)
• Lead resolution of interfaces across track, civils, signaling, telecoms, power, depots/terminals, level crossings, fencing, drainage, utilities, and third-party works.
• Maintain a live interface matrix and ensure owners, dates, and dependencies are actively managed.
• Coordinate with stakeholders for permits, land/access, utility diversions, and traffic management.
5) Planning, progress & controls integration
• Partner with Planning/Project Controls to build and maintain lookahead plans (2–6 weeks) and rolling execution schedules aligned to the baseline.
• Own progress measurement inputs (quantities, installed/completed metrics), production reporting, and constraint logs.
• Drive recovery actions when performance deviates: resequencing, resource leveling, acceleration proposals, and productivity interventions.
6) Commercial awareness & change support
• Manage delivery in a way that protects project commercial outcomes:
• identify change early and support contract notifications with facts and records
• support claims/variations with contemporaneous records (site diaries, photos, productivity, access logs)
• minimize rework and non-productive time through strong planning and quality controls
• Contribute to subcontractor performance management and evaluation of change impacts.
7) Team leadership & stakeholder communication
• Lead multi-disciplinary teams in a challenging delivery environment; coach package managers and supervisors.
• Chair delivery meetings (daily briefings, weekly progress, constraint and interface reviews).
• Provide clear, factual updates to the Project Director and client counterparts including risks, mitigations, and decisions required.
8) Commissioning, handover & closeout
• Plan and execute section completion, testing readiness, commissioning support, and staged handovers.
• Ensure as-builts, O&M inputs (where applicable), test evidence, and handover packs are complete and accepted.
Required skills and experience
Essential
• Strong track record in delivery/construction management on major infrastructure projects, ideally rail (freight/heavy haul preferred).
• Demonstrated ability to lead complex site execution with multiple contractors and high interface density.
• Strong competence in planning and production management, lookaheads, constraint removal, and progress reporting.
• Proven leadership in HSE and quality compliance in site environments.
• Excellent stakeholder management and communication skills across multicultural teams.
Desirable
• Experience delivering projects in Saudi Arabia or the wider Middle East (permits, utilities, logistics, remote sites).
• Familiarity with rail systems integration (track + signaling/telecoms/power) and commissioning readiness.
• Experience in delivery under FIDIC/PMC environments and working with supervision consultants.
Qualifications
• Bachelor’s degree in Civil Engineering, Construction Management, Rail Engineering, or similar.
• Professional registration (desirable) and/or safety leadership training.
• Valid driving license; willingness to travel/stay near remote sites as required.
Key deliverables / outputs
• Delivery Execution Plan and package delivery strategies.
• Weekly lookahead plans, constraint logs, interface matrix, and production dashboards.
• HSE leadership outputs (inspections, action closures) and quality metrics (NCR closure, ITP compliance).
• Section completion and handover/closeout documentation readiness.
