We are seeking an experienced HSE Lead to oversee health, safety, and environmental performance across a major construction supervision project in the West of Riyadh. The successful candidate will lead the site HSE function, work closely with the supervision team and contractors, and promote a proactive safety culture that ensures compliance with project requirements, Saudi regulations, and international best practices.
Responsibilities:
- Lead all Health, Safety and Environmental activities across the project.
- Monitor contractor compliance with approved HSE plans, procedures, risk assessments, and method statements.
- Conduct regular site inspections, audits, and safety assessments to identify hazards and verify compliance.
- Drive proactive safety initiatives and promote a positive safety culture among all project stakeholders.
- Review and approve contractor HSE documentation, including safety plans, emergency response plans, and inspection reports.
- Investigate incidents, accidents, near misses, and unsafe acts, ensuring effective corrective and preventive actions are implemented.
- Lead toolbox talks, safety campaigns, awareness programs, and HSE meetings.
- Track and report project HSE performance metrics, trends, and compliance statistics.
- Interface with clients, authorities, contractors, and project leadership on all HSE-related matters.
- Support emergency preparedness planning and ensure effective response procedures are maintained.
- Mentor and manage HSE officers and inspectors assigned to the project.
Qualifications:
- Bachelor's degree in Occupational Health & Safety, Engineering, Environmental Science, or a related discipline.
- Minimum 20 years' experience in construction projects, with significant experience on large-scale infrastructure, buildings, or mixed-use developments.
- Previous experience in an HSE Lead, Senior HSE Manager, or equivalent role on construction supervision projects.
- Professional qualifications such as NEBOSH International Diploma, NEBOSH IGC, IOSH Managing Safely, or equivalent.
- Strong knowledge of Saudi Arabian HSE regulations and international standards.
- Experience managing contractor safety performance within a consultant-led supervision environment.
- Excellent communication, leadership, stakeholder management, and reporting skills.
- Ability to influence safe behaviors and drive continuous improvement across large project teams.
- Fluency in English is required; Arabic language skills are advantageous.
