About The Opportunity
Review testing, commissioning and handover deliverables against contractual and technical requirements, and support the resolution of review comments. Identify gaps in Contractor submissions, assess constraints and risks, and recommend practical solutions, particularly where full contract-compliant testing and commissioning may be challenging. Play an important role in ensuring reliable operational readiness and supporting successful project acceptance and handover.
Key Responsibilities
- Review testing, commissioning and handover deliverables, including T&C plans, method statements, procedures, Inspection and Test Plans, test records and O&M documentation, against contractual and technical requirements.
- Support the resolution of review comments by tracking outstanding items and following up with Contractors to secure timely and compliant close-out.
- Identify gaps in Contractor submissions and assess their impact on testing, commissioning, handover and operational readiness.
- Assess potential constraints and risks to achieving full contract-compliant testing and commissioning, and provide practical, well-justified recommendations to address gaps.
- Review commissioning programmes and sequencing, including pre-commissioning, functional testing, performance testing, integrated systems testing and trial operations.
- Witness or support the verification of key tests and commissioning activities where required, ensuring results are properly recorded and accepted.
- Support the preparation and review of punch lists, defect close-out, completion certificates and acceptance documentation.
- Coordinate with Engineering, Construction, Operations & Maintenance and Asset Management teams to ensure handover requirements and operational readiness needs are met.
- Support the transfer of as-built documentation, O&M manuals, spares, training records and asset data to the receiving Operator.
- Provide technical input to engineering-related change requests, variations, non-conformances and queries relating to testing and commissioning.
- Report on T&C and handover progress, outstanding issues and risks to project leadership.
- Minimum 10 years’ experience in testing, commissioning and handover of major infrastructure, utilities, building or industrial projects.
- Strong technical knowledge of commissioning processes across mechanical, electrical, ICT and Instrumentation & Control systems, including integrated systems testing.
- Proven experience reviewing Contractor T&C and handover deliverables against contract and technical requirements.
- Demonstrated ability to identify gaps, assess risks and constraints, and recommend practical solutions where full contract compliance may be challenging.
- Sound understanding of operational readiness, asset handover, completion and acceptance processes.
- Knowledge of relevant international codes, standards and commissioning guidelines (e.g. IEC, NFPA, ASHRAE, CIBSE).
- Experience on major programmes or giga-projects in the GCC is preferred.
- Good stakeholder management and coordination skills, working effectively with Contractors, Engineering, Construction and Operations teams.
- Strong written and verbal communication skills, including preparing clear review comments, technical assessments and reports.
- Proficiency in document management platforms (e.g. Aconex), commissioning management tools and MS Office.
