Job description

We are seeking an experienced and detail-oriented Estimation Engineer (Civil, Mechanical, or Electrical) to join our team. The ideal candidate will be responsible for preparing complete, accurate, and competitive cost estimates and commercial proposals for major Oil & Gas projects

Key Responsibilities:

• Review and evaluate client tender packages, including project scope, ITT documents, specifications, commercial terms, and engineering drawings (P&IDs, Isometrics, Layouts, SLDs, Structural/Civil drawings).
• Prepare accurate, detailed cost estimates covering materials, direct and indirect labor, equipment, subcontracts, site logistics, overheads, and contingencies.
• Perform quantity take-offs (QTO) based on engineering drawings and technical specifications for Civil/Structural, Mechanical/Piping, or Electrical/Instrumentation disciplines.
• Solicit and analyze quotations from vendors and subcontractors to ensure competitive pricing and technical compliance with client specifications.
• Identify project risks, commercial implications, and site constraints to incorporate proper risk margins and allowances in bid estimates.
• Participate in pre-bid meetings, site visits, tender clarification processes, and post-bid negotiations with clients.
• Prepare comprehensive commercial and technical proposal submissions in alignment with client requirements and company standards.

Requirements & Qualifications:

• Bachelor’s Degree in Civil, Mechanical, or Electrical Engineering from a recognized university.
• Minimum of [5–8+] years of progressive experience in cost estimation and tendering specifically within the Oil & Gas industry (Upstream, Downstream, Petrochemical, or Offshore/Onshore EPC projects).
• High proficiency in estimation software (e.g., CCS Candy, Primavera Enterprise, or specialized cost databases) and advanced MS Excel.
• Solid understanding of Oil & Gas standards, contract types (Lump Sum, Unit Rate, Cost-Plus), and procurement processes.
• Strong analytical, communication, and negotiation skills with high attention to detail.

Skills

Cost Estimation & Tendering: Detailed bottom-up costing, parametric estimation, bill of quantities (BOQ) preparation, and unit rate analysis.

Material take-offs and quantity take-offs across Civil, Mechanical/Piping, or Electrical/Instrumentation scopes.

Preparing Request for Quotations (RFQs), technical & commercial bid evaluations (TBE/CBE), and vendor negotiation.

Risk matrix assessment, contingency modeling, constructability reviews, and cost optimization.

Knowledge of FIDIC contracts, Lump Sum Turnkey (LSTK), Engineering, Procurement, and Construction (EPC), and Schedule of Rates.

CCS Candy, Cleopatra Enterprise, CostX, or proprietary EPC estimation databases.

Advanced MS Excel (VLOOKUP, Index/Match, Pivot Tables, Macros).
