Job Summary

The Risk Manager is responsible for establishing managing and continuously improving the risk management function across development and delivery activities. The role ensures that risks affecting the achievement of BDCs strategic programme project commercial financial operational and delivery objectives are proactively identified assessed owned treated monitored and escalated.

The Risk Manager will work closely with management EGIS project teams consultants contractors procurement commercial finance design development and other relevant stakeholders to ensure that risk management is embedded into day-to-day decision-making and project delivery.

The role requires a proactive and hands-on approach. The Risk Manager is expected to take ownership of the risk management process actively engage with risk owners drive mitigation actions challenge inadequate or delayed responses identify emerging risks and ensure that significant risks are escalated to the appropriate level of management.

The position is not limited to maintaining risk registers or producing periodic reports. The Risk Manager is accountable for ensuring that identified risks are actively managed and has clear visibility of its risk exposure and the actions required to protect its objectives.

Position Context

The Risk Manager will operate within a multi-stakeholder development environment where BDC acts as the client/developer and EGIS provides PMC support. The role will therefore require coordination across multiple projects workstreams consultants contractors and BDC departments.

The Risk Manager shall ensure that risk management is consistently applied across the project and programme lifecycle from planning and procurement through design approvals construction delivery and close-out.

The role shall also ensure that risk information is connected to other project management and control functions including cost schedule procurement contracts design change quality and project performance allowing management to understand the potential impact of risks on delivery objectives.

Main Accountabilities

1. Risk Management Framework and Governance

  • Establish implement and maintain the risk management framework for BDC projects and programmes in accordance with approved BDC policies procedures standards and governance requirements.
  • Ensure that risk management processes are consistently applied across relevant BDC projects departments and delivery partners.
  • Develop and maintain appropriate risk management procedures tools templates methodologies and reporting requirements where required.
  • Ensure clear roles responsibilities and accountabilities are established for risk identification assessment ownership mitigation monitoring and escalation.
  • Ensure risk management activities are properly documented and maintained as part of the project governance framework.
  • Promote a consistent risk management approach across BDC and its consultants contractors and other delivery partners.

2. Risk Identification and Assessment

  • Proactively identify risks that may affect BDCs strategic and project objectives through structured reviews stakeholder engagement project information workshops and ongoing monitoring.
  • Assess identified risks in accordance with the approved risk methodology including likelihood impact overall exposure and appropriate risk response.
  • Identify risks associated with cost schedule procurement contracts design construction approvals stakeholders resources interfaces dependencies quality and other delivery areas.
  • Identify interdependencies between risks projects workstreams and stakeholders.
  • Identify emerging risks and ensure they are assessed and incorporated into the relevant risk registers.
  • Challenge assumptions where they may create or conceal significant project risks.

3. Risk Ownership and Mitigation

  • Ensure every material risk has a clearly identified and accountable risk owner.
  • Work directly with risk owners to establish practical and measurable mitigation and response actions.
  • Ensure mitigation measures address the actual cause of the risk rather than simply recording generic actions.
  • Establish appropriate target dates action owners and success measures for mitigation activities.
  • Proactively follow up with risk owners and drive actions through to completion.
  • Challenge overdue ineffective incomplete or unrealistic mitigation actions.
  • Escalate risks where the assigned owner is unable or unwilling to adequately manage the exposure.
  • Verify that mitigation actions have been implemented and assess whether they have actually reduced the associated risk.

4. Risk Monitoring and Control

  • Own and maintain the overall project and programme risk registers ensuring information remains accurate current and meaningful.
  • Regularly review risk exposure risk trends mitigation progress overdue actions and changes in risk status.
  • Monitor the effectiveness of existing controls and mitigation measures.
  • Ensure closed risks are appropriately reviewed and formally closed rather than simply removed from the register.
  • Maintain visibility of high and critical risks and ensure they receive appropriate management attention.
  • Monitor changes in project circumstances and ensure the risk profile is updated accordingly.
  • Maintain an effective audit trail of risk assessments decisions mitigation actions and escalations.

5. Project and Programme Risk

  • Assess risks affecting the successful delivery of BDC projects and development programmes.
  • Work with project controls and delivery teams to understand the potential impact of risks on cost schedule scope resources procurement contracts and key milestones.
  • Review project changes delays procurement issues design development approvals and other significant events to determine whether new or changed risks should be recorded.
  • Identify cross-project and programme-level risks that may not be visible within individual project risk registers.
  • Ensure major project risks are appropriately reflected in programme-level risk reporting.
  • Provide risk-based input into planning forecasting project reviews and management decision-making.

6. Risk Workshops and Stakeholder Engagement

  • Plan and facilitate risk identification assessment and conduct workshops with relevant stakeholders.
  • Engage directly with BDC departments EGIS teams consultants contractors and project stakeholders to obtain accurate and current risk information.
  • Ensure workshops result in meaningful risks accountable owners practical mitigation actions and clear deadlines.
  • Encourage open discussion of risks and ensure potential issues are identified before they become significant problems.
  • Challenge stakeholders constructively where risk assessments or mitigation strategies do not adequately reflect the actual project situation.
  • Maintain effective communication with senior management regarding material risks and required interventions.

7. Reporting and Management Information

  • Prepare regular risk reports and dashboards for BDC management and relevant governance forums.
  • Provide clear visibility of the current risk profile including high and critical risks emerging risks risk trends overdue actions and mitigation status.
  • Highlight risks requiring management decisions additional resources intervention or escalation.
  • Provide concise analysis and recommendations rather than simply presenting risk register data.
  • Develop appropriate risk indicators trends and management information to support early identification of deteriorating risk conditions.
  • Ensure risk reports are accurate timely consistent and aligned with BDC reporting requirements.
  • Present risk information clearly to senior management and other relevant stakeholders.

8. Integration with Project Controls and Decision-Making

  • Ensure risk management is integrated with project controls and other management functions rather than operating as a standalone reporting activity.
  • Coordinate with planning cost commercial procurement contracts design quality and project management teams to understand risk impacts and dependencies.
  • Ensure material risks are considered when assessing project forecasts schedules budgets procurement strategies changes and major decisions.
  • Support management in understanding the potential consequences of risks and the available response options.
  • Provide risk-based recommendations to support informed decision-making.

9. Risk Escalation and Management Intervention

  • Establish clear escalation routes for significant and unresolved risks.
  • Escalate risks where exposure exceeds agreed thresholds or where mitigation is not progressing adequately.
  • Ensure management is made aware of risks requiring decisions additional resources changes in strategy or intervention.
  • Track escalated risks and ensure management decisions are translated into appropriate actions.
  • Maintain visibility of risks that remain unresolved and ensure they are not allowed to disappear from management attention.

10. Continuous Improvement

  • Review the effectiveness of BDCs risk management processes and identify opportunities for improvement.
  • Develop and implement improvements to risk management tools processes reporting and stakeholder engagement.
  • Promote a risk-aware culture across BDC and its delivery partners.
  • Share lessons learned from projects and significant risk events.
  • Continuously improve the quality accuracy and usefulness of risk information provided to management.

Qualifications :

Background Skills & Qualifications

Education

  • Bachelors degree in Engineering Construction Management Project Management Business Administration Risk Management or a related discipline.
  • Professional qualification or certification in risk management project management or a related field is preferred.

Experience

  • Minimum 15 years of relevant professional experience with significant experience in risk management within major development construction infrastructure or programme environments.
  • Demonstrated experience in establishing implementing and managing risk management functions across complex projects or programmes.
  • Significant experience working with developers/clients PMCs consultants contractors and multidisciplinary stakeholders.
  • Proven experience in managing strategic programme project commercial financial procurement contractual design construction and delivery risks.
  • Demonstrated ability to lead risk workshops engage senior stakeholders drive mitigation actions challenge risk owners and escalate significant risks appropriately.
  • Experience in a senior risk management or project controls position within large-scale development or construction programmes is preferred.

Technical Skills

  • Strong knowledge of project and programme risk management principles and methodologies.
  • Strong understanding of risk identification qualitative and quantitative assessment risk response mitigation monitoring and escalation.
  • Understanding of the relationship between risk cost schedule procurement contracts design construction and project performance.
  • Ability to analyse risk data identify trends and translate information into actionable management recommendations.
  • Experience with risk registers risk dashboards risk reporting and risk management systems.
  • Strong Microsoft Excel and PowerPoint skills.
  • Experience with Power BI or other reporting and dashboard tools is preferred.
  • Knowledge of recognised risk management standards and methodologies is preferred.

Key Role Expectation

The Risk Manager must demonstrate ownership rather than administration. The successful candidate is expected to identify risks establish accountability agree practical mitigation actively follow up challenge delays or ineffective actions assess changing exposure and escalate when necessary.

The role holder must be comfortable engaging directly with people to obtain information and drive actions to completion. Maintaining a risk register or issuing a monthly risk report alone will not be considered effective risk management.
