Job Summary We are seeking a highly organized and detail-oriented RFP Proposal & Solutioning Specialist with experience in the Saudi Arabian market. The successful candidate will manage the complete proposal lifecycle for government, semi-government, and private-sector opportunities—from initial RFP analysis and bid qualification through solution development, pricing, submission, clarification, and contract handover. The role requires the ability to understand technical and commercial requirements, coordinate with internal teams and external partners, and prepare persuasive, compliant, and professionally presented technical and financial proposals. The ideal candidate will have strong knowledge of Saudi procurement and tendering procedures, including the Etimad platform, and relevant regulatory and compliance frameworks.

Key Responsibilities
RFP and Tender Management
Review and analyze RFPs, RFQs, tenders, and expressions of interest.
Extract technical, commercial, contractual, and administrative requirements from tender documents.
Prepare bid summaries highlighting the scope, eligibility requirements, deliverables, risks, deadlines, and submission procedures.
Coordinate bid/no-bid assessments with management, sales, technical, finance, legal, and operations teams.
Develop and manage proposal schedules, responsibility matrices, and submission checklists.
Monitor tender deadlines and ensure that all submissions are complete, accurate, and delivered on time.
Manage proposal submissions through Etimad and other customer procurement portals.
Coordinate responses to customer clarifications and requests for additional information.
Maintain organized records of proposals, supporting documents, correspondence, and submission confirmations.
Solution Development
Work closely with technical teams to understand customer requirements and develop suitable, compliant, and cost-effective solutions.
Translate customer requirements into a clear technical approach, scope of work, deliverables, implementation methodology, and project plan.
Coordinate with vendors, distributors, subcontractors, and technology partners to obtain technical specifications, quotations, authorization letters, and supporting documentation.
Prepare bills of quantities, solution architectures, product specifications, service descriptions, implementation plans, and support models.
Identify technical gaps, assumptions, dependencies, exclusions, and project risks.
Ensure that proposed products and services meet the required specifications and applicable Saudi regulatory requirements.
Participate in solution-review meetings and ensure alignment between the proposed technical solution and commercial offer.
Technical Proposal Preparation
Prepare structured and persuasive technical proposals in accordance with RFP requirements.
Develop executive summaries, company profiles, project understanding statements, methodologies, scopes of work, project schedules, staffing plans, service-level commitments, and support plans.
Prepare technical compliance matrices with clear references to supporting sections and documents.
Coordinate the preparation of solution diagrams, technical datasheets, manufacturer documentation, certifications, and reference projects.
Ensure consistent terminology, formatting, branding, and messaging throughout the proposal.
Review proposal content for accuracy, completeness, readability, and compliance before submission.
Maintain reusable proposal templates, standard responses, project references, technical content, and supporting documents.
Financial and Commercial Proposal Coordination
Coordinate with finance, procurement, sales, and technical teams to prepare accurate financial proposals.
Develop pricing sheets, cost estimates, bills of quantities, and commercial submission forms.
Collect and evaluate supplier and subcontractor quotations.
Confirm that pricing includes all applicable costs, such as products, licenses, logistics, installation, implementation, support, warranties, contingencies, and taxes.
Support margin analysis and ensure that pricing is aligned with approved commercial targets.
Review payment terms, delivery schedules, quotation validity, warranties, penalties, and other commercial conditions.
Ensure consistency between the technical scope, bill of quantities, and financial proposal.
Maintain confidentiality and appropriate approval controls for all pricing information.
Required Qualifications
Bachelor’s degree in Information Technology, Computer Science, Engineering, Business Administration, or a related field.
Minimum of 3–5 years of experience in proposals, presales, solutioning, bid management, or tender management in Saudi Arabia.
Proven experience in preparing technical and financial proposals for government and private-sector projects.
Strong experience in reviewing RFPs, RFQs, tender documents, and contractual requirements.
Demonstrated ability to prepare compliance matrices, scopes of work, bills of quantities, pricing sheets, and implementation plans.
Good understanding of Saudi procurement processes and government tendering procedures.
Experience coordinating with technical teams, vendors, distributors, and subcontractors.
Strong written and verbal communication skills in English.
Arabic-language proficiency is strongly preferred.
Excellent attention to detail, document-management skills, and ability to work under strict deadlines.
All technical and financial proposals must be prepared and submitted in the Arabic language only.
Candidates of Arab nationality are preferred.
Preferred Experience
Experience in IT solutions, cybersecurity, cloud services, digital transformation, ERP, networking, infrastructure, audiovisual solutions, software licensing, or managed services.
Familiarity with the Etimad platform and other government procurement portals.
