This role exists to lead, manage, and coordinate all mechanical and electrical engineering design activities across ECEC's Riyadh HQ and Cairo Offshore operations, ensuring the delivery of technically rigorous, code-compliant MEP design solutions across all project work stages (CD, SD, DD, IFT, IFC) to achieve client satisfaction, commercial performance, and the highest professional engineering standards. This role further exists to build, develop, and retain a high-performing cross-location MEP engineering team, structured across both Riyadh and Cairo, supporting ECEC's strategic business expansion objectives by scaling engineering capacity, embedding quality assurance practices, and representing MEP interests at senior leadership and client levels.
C - Key Accountabilities#Key Accountability Area Key Activities / Actions
1Responsible for overall MEP engineering design quality and technical compliance by directing, reviewing, and approving all Mechanical and Electrical design outputs across all project work stages (CD, SD, DD, IFT, IFC) to deliver code-compliant, technically excellent designs that meet client brief and ECEC's quality standards. Review and approve MEP design packages at each stage, Enforce Saudi Building Code, SBC, NFPA, BS/IEC, and relevant standards – Lead technical design reviews and inter-discipline coordination – Sign off on the output technical deliverables for design submissions2Responsible for MEP team leadership, performance management, and capability development by directly managing the Mechanical and Electrical Engineering Leads (Riyadh) and exercising matrix management over the Cairo Principal Engineers, to build a cohesive, high-performing cross-location MEP team aligned to ECEC's growth objectives. Conduct performance appraisals for direct reports Provide technical mentorship and professional development guidance Chair team meetings (Riyadh and Cairo combined) Matrix-manage Cairo Principal Engineers on workload and technical standards Support recruitment, onboarding, and retention initiatives3Responsible for MEP project delivery oversight and program compliance by monitoring design schedules, resource loading, and milestone achievement across all active MEP projects to ensure on-time delivery of design packages within agreed project timelines and client commitments. Review and maintain MEP project program across portfolio Resolve design program conflicts and resource bottlenecks. Liaise with Project Managers / Design Director on delivery risks Chair MEP design progress meetings Escalate program risks requiring senior intervention4Responsible for multi-discipline design coordination and BIM integration by overseeing MEP coordination with Architecture and other engineering disciplines across both Riyadh and Cairo teams, to ensure fully coordinated, clash-resolved design packages that meet project and client requirements. Oversee inter-discipline coordination processes (MEP vs. Architecture) Direct BIM Mechanical and Electrical Modelers on model management Review clash detection reports and coordinate resolution Interface with Architectural Lead on design integration Coordinate with Cairo and Riyadh discipline leads on cross-location design coherence5Responsible for client and stakeholder technical engagement by representing ECEC's MEP engineering capability in client meetings, design review presentations, and technical correspondence to maintain client confidence, resolve technical queries, and support business retention and development. Attend client design review and progress meetings Respond to client and lead consultant technical queries and RFIsPrepare and present MEP design strategies and presentations Interface with statutory authorities (e.g., Municipality, MOMRA, SBC) on approvals Support the Design Director and BD team on project pursuits and proposals6Responsible for MEP quality assurance and engineering governance by implementing and enforcing ECEC's QA/QC procedures, engineering standards, and design review processes across all MEP work to ensure consistent quality and professional indemnity compliance across the practice. Develop and maintain MEP-specific QA/QC procedures and checklists Conduct periodic quality audits of design outputs (Riyadh and Cairo) Ensure compliance with relevant codes, standards, and client requirements Report on design quality KPIs to Design Director Manage technical NCRs and implement corrective actions7Responsible for MEP department growth planning and organizational capability scaling by identifying future staffing needs, defining role structures, and contributing to the MEP Growth Organogram implementation to scale ECEC's MEP engineering capacity in line with 3-5 year business expansion targets. Contribute to workforce planning and MEP headcount forecasting Define competency profiles for new and evolving MEP roles Support recruitment campaigns and candidate technical assessment Identify and implement training and development pathways Manage Cairo offshore team development and integration8Responsible for leading, developing, and motivating team members to reach ultimate performance, and successfully contribute in achieving corporate objectives. Manage and monitor team performance to achieve corporate objectives and KPIs. Coach and develop team members to improve performance and productivity. Allocate work and ensure timely delivery of team objectives.9Responsible for evaluating and adopting emerging AI solutions to improve business activities effectiveness. Utilize AI-powered engineering intelligence tools to enhance MEP design delivery, analyze project requirements, and identify design optimization opportunities. Use AI to improve design coordination, technical reviews, quality assurance, and compliance checks across MEP engineering activities. Leverage AI for predictive project insights, engineering performance analytics, and resource optimization to support efficient delivery and MEP team development.

E - Job Qualifications and Requirements A - Education Requirements
Minimum Education Level Bachelor’s Degree
Field of Study / Specialization Mechanical Engineering or Electrical Engineering (relevant discipline). Dual MEP exposure is strongly preferred for this cross-discipline management role
Professional Licenses / Charterships Chartered Engineer (Registration in Saudi Council for Engineers) or equivalent professional registration (e.g., CIBSE, IET, ASHRAE, IMech E) – Required[RA1]
Preferred Certifications• LEED AP (Green Building / Sustainability) – Preferred • BIM management / Autodesk Professional certification – Preferred • Relevant health & safety certification (e.g., NEBOSH or equivalent) – Preferred

Minimum Experience15+ Years
Experience Required Progressive MEP engineering experience in an engineering consultancy environment, with at least 5 years in a managerial or senior leadership role overseeing multi-discipline MEP teams. Demonstrated experience managing design delivery from Concept Design through IFC across commercial, residential, and mixed-use building typologies. Also, a minimum of 5 years in the GCC region and 3 years (can be concurrent with GCC region experience) in Saudi Arabia
