Strategic and operational supply management:

• Site requirements planning: Analyze work deployment schedules in coordination with Works Directors and Site Managers to anticipate required volumes.
• Order supervision: Validate purchase orders and order allocations for structural materials, structural work and finishing work.
• Optimizing flows and stocks: Coordinate stocks from central depots and site storage parks to limit overstocking while avoiding shortages that would stop production.

Supplier/Subcontractor Negotiation and Management:

• Consultations and panels: Launching calls for tenders specific to construction sites, negotiating framework agreements for recurring purchases (fuels, ready-mix concrete, equipment rentals, PPE).
• Contractual security: Negotiate prices, payment terms (supplier credits) and ensure the production and delivery capacities of partners.
• continuous evaluation: Periodically audit the quality of deliveries, adherence to deadlines (OTIF) and the technical conformity of the materials supplied with respect to the validation technical sheets.

Site logistics and on-site monitoring:

• Transport and delivery management: Supervise delivery schedules (concrete mixer trucks, exceptional convoys, bulk deliveries) taking into account the access constraints specific to each construction site.
• Dispute management: Immediately address quantitative or qualitative discrepancies upon receipt (non-conformity of concrete, uncertified steel, delivery delays blocking a casting phase, etc.).

Team Management and Reporting:

• Service management: Lead, supervise and develop the skills of the team of suppliers, warehouse workers and logistics agents (3 to 10 people depending on the size of the structure).
• Budgetary control and KPIs: Monitor the status of expenditures in relation to project target budgets, analyze price variances and report monthly to the General Management.

Expertise (Technical Skills):

• In-depth knowledge of the construction and public works sector: Technical mastery of the types of construction materials, associated quality standards (NF standards, CE, geotechnical specifications) and the operation of construction sites.
• Purchasing techniques and commercial negotiation: Perfect mastery of market consultation methodologies, negotiation of large volumes and complex contractual aspects.
• IT tools d di s: Advanced use of a construction-oriented ERP (SAP, Odoo, Sage Business Cloud, or specific site management tools) and expert mastery of Excel.
• Transport & Environment Regulations: Concepts of safety rules on construction sites (HSE Directives) and logistics of construction site waste.

Interpersonal skills (Behavioral competencies):

• Responsiveness and emergency management: Ability to make quick decisions in the face of delivery disruptions so as not to impact the work schedule.
• Strong natural authority and diplomacy: Ability to deal with tense situations with suppliers or project management while maintaining solid partnership relationships.
• Managerial skills and team spirit: Ability to unite and guide the team towards internal customer service (site managers).
• Rigour and organisational skills: Method for managing several construction sites simultaneously with heterogeneous needs.

Desired Candidate Profile

• Diploma: Bac+3 Bac+5 in Purchasing Management / Supply Chain, or Engineering Diploma in Civil Engineering / Building supplemented by a specialization in Purchasing.
• Minimum experience: 5 years minimum of experience in operational procurement, necessarily within a general construction or public works company.
