Job Description

Purpose of the job

The incumbent is responsible for handling lawsuits and pleading before Courts of Appeal, Administrative Courts, the Supreme Administrative Court, and arbitration tribunals. The incumbent is also responsible for conducting investigations with employees regarding breaches of special importance, applying disciplinary regulations, conducting legal research on significant topics, issuing legal opinions and advice, and drafting and reviewing major contracts with local and foreign suppliers and contractors.

Key Tasks

• The incumbent works under the general supervision of the directors of the Litigation, Administrative Seizure, and Legal Opinion departments, who review the results of their work within their respective jurisdictions.
• The incumbent is responsible for supervising the work of subordinates, diversifying tasks among them, issuing instructions, monitoring implementation, and reviewing work upon completion.
• The incumbent performs duties in accordance with laws, regulations, and instructions requiring a higher-than-average degree of autonomy.

• Examining complaints, grievances, and memos referred to them regarding investigations with employees in general matters requiring special expertise and skills.
• Conducting investigations with employees regarding serious violations that harm the interests of the organization and its affiliates, such as bribery, theft, embezzlement, breach of trust, and various forms of negligence, and referring cases to the competent authorities after the approval of the Director of the Investigations Department.
• Preparing memos for conducted investigations, explaining their opinion, reasons, and supporting evidence; submitting memos, documents, and investigation reports to the Director of the Investigations Department to obtain approval for actions against the violating employee before implementation; notifying various regulatory bodies when necessary; and processing the implementation of the settled decisions against the violating employee.
• Reviewing regulations, decisions, and draft laws to ensure they are drafted in the proper legal form; reviewing the drafting of public utility assessment decisions for projects and reviewing draft ministerial decrees for the expropriation of real estate necessary for public utility projects.
• Supervising a number of lawyers working in the department in the performance of their duties.
• Conducting legal research on important topics as assigned and presenting findings to the Director of the Legal Opinion Department.
• Preparing memos on subjects referred to them and providing opinions, supported by reasons and evidence.
• Reviewing the drafting of contracts related to construction works for major projects with contractors, as well as foreign and local contracts with suppliers in the case of major procurements, and the terms of bids between the organization and others.
• Studying all problems arising from the execution of these contracts and taking legal measures in coordination with the Director of the Legal Opinion Department.
• Reviewing interpretations and memos prepared regarding laws and decisions governing the organization's work.

• Reviewing the results of the examination of grievances submitted to the organization concerning its decisions regarding employees.
• Reviewing memos prepared regarding the seizure of the salaries of the organization's employees in execution of alimony judgments or otherwise.
• Reviewing or drafting contracts and procedures for their authentication and registration for contracts concluded by the organization.
• Participating in committees where the law requires the presence of a legal member.
• Reviewing memos prepared in preparation for filing lawsuits related to contracts and their execution.
• Drafting draft republican and ministerial decrees that the organization proposes to issue.
• Drafting public utility assessment decisions for projects.
• Preparing legal memos, research, circulars, and periodic books regarding instructions to be followed in implementation of the Water Regulations, the Administrative Seizure Law, and regulations and decisions issued regarding the seizure of movable and immovable property and seizure under certain government agencies and others.
• Preparing templates for notifications, warnings, seizure reports, sales, dissipations, and managing correspondence exchanged between the organization, administrative authorities, and the Public Prosecution regarding administrative seizure, and circulating them to water facilities for implementation.
• Handling lawsuits filed by or against the organization before the Supreme Court of Appeal, the Administrative Court, arbitration tribunals, the Court of Cassation, and the Supreme Administrative Court, and pleading before them.
• Examining rulings issued by the Supreme Court of Appeal, the Administrative Court, the Court of Cassation, and the Supreme Administrative Court, providing opinions on their implementation according to their contents or the consequences thereof, challenging them, and preparing appeal petitions.
• Preparing and organizing statements of claim and memos for cases filed before the Supreme Court of Appeal, the Administrative Court, the Court of Cassation, or the Supreme Administrative Court.
• Reviewing memos submitted before Courts of Appeal and the Administrative Court.
• Preparing memos regarding proposals for debt settlement.
• Conducting legal research and writing the necessary memos for handling lawsuits.
• Monitoring the execution of rulings issued in favor of or against the organization and its affiliates in tasks managed by the incumbent.
• Attending compensation committee meetings, studying all related matters, and taking all amicable and legal measures to resolve them.

• Knowledge of the laws, regulations, and procedures governing the work system.

Years of Experience

• Registration on the practicing lawyers' roll at the Bar Association (Appeal level).
• Passing the prescribed examinations for the position.

  • A copy of the Bar Association ID card, showing registration at the Appeal level.
  • A certified copy of the computer-generated birth certificate + a copy of a valid National ID card.

  • A certificate proving the absence of drug use from (Anti-Drug Fund - Central Laboratories affiliated with the Ministry of Health).
