Job description

We are looking for an experienced Senior Technical Engineer to join our Procurement Department. The ideal candidate must have a strong technical engineering background combined with hands-on procurement experience in the construction and contracting industry, particularly in finishing and fit-out projects.

The successful candidate will be responsible for evaluating technical requirements, reviewing engineering drawings and specifications, managing technical aspects of procurement, coordinating with project and engineering teams, and ensuring the timely procurement of compliant materials and services.

The candidate should have practical experience in completed finishing and fit-out projects in Saudi Arabia, along with the ability to manage suppliers, evaluate technical and commercial offers, and recommend cost-effective solutions without compromising quality.

Key Responsibilities

• Manage and coordinate technical procurement activities for construction, finishing, and fit-out projects.
• Review engineering drawings, BOQs, technical specifications, and material requirements before initiating procurement.
• Handle the procurement cycle, including supplier sourcing, RFQs, technical and commercial evaluation, negotiations, and purchase order coordination.
• Identify, evaluate, and prequalify suppliers and subcontractors based on technical compliance, quality, cost, and delivery capabilities.
• Evaluate construction and finishing materials to ensure compliance with approved specifications, drawings, and project requirements.
• Review technical material submittals, samples, and product specifications and coordinate consultant approvals.
• Coordinate with Engineering, Design, Project Management, and Site teams to ensure procurement requirements are properly defined and delivered on time.
• Review structural, architectural, and related technical requirements and identify design or construction constraints that may affect procurement and execution.
• Recommend alternative materials and value-engineering solutions to optimize cost while maintaining technical standards and quality.
• Monitor procurement schedules, material approvals, purchase orders, and supplier delivery commitments.
• Resolve material shortages, supplier delays, technical discrepancies, and procurement-related project issues.
• Coordinate material inspections and testing with relevant project and quality teams.
• Prepare procurement status reports and update stakeholders on material requirements, approvals, and delivery progress.
• Ensure compliance with company procedures, project specifications, quality standards, and HSE requirements.

Job Requirements

• Bachelor's degree in Civil Engineering or Architectural Engineering.
• Minimum 5–7 years of relevant experience in Saudi Arabia within construction, contracting, or fit-out projects.
• Proven experience in completed finishing and fit-out projects.
• Mandatory hands-on procurement experience within the construction or contracting industry.
• Strong understanding of construction materials, architectural finishes, technical specifications, drawings, and BOQs.
• Practical experience in supplier sourcing, RFQs, technical and commercial bid evaluation, negotiations, and purchase order management.
• Experience handling technical submittals, material approvals, and coordination with consultants and project teams.
• Ability to assess supplier offers and recommend technically compliant and commercially competitive solutions.
• Good knowledge of value engineering and construction methods.
• Proficiency in AutoCAD and MS Office.
• Knowledge of SAP, SAP Ariba, Oracle, or other ERP/procurement systems is an advantage.
• Strong communication, negotiation, coordination, and problem-solving skills.

Important: Candidates must demonstrate both direct procurement experience and practical involvement in completed finishing or fit-out projects. Candidates with only general technical office experience or procurement coordination will not meet the core requirements.
