Position Summary

The Regional Manager – BLS is responsible for driving the business strategy, growth, and overall performance of the BLS BU across the Middle East. This role oversees the region’s financial performance, including P&L, Operating Results (OR), sales growth, and profitability, ensuring year-on-year business expansion in line with company strategic objectives. The position also provides leadership in building high-performing teams, strengthening technical capability, and ensuring service excellence across all operating countries.

Responsibility and Authority

1. Business Strategy, Growth & Financial Performance

•Accountable for achieving budgeted financial targets, including revenue, P&L and operating results, ensuring sustainable profitability and growth of the BLS Business Unit across the Middle East.

•Define and drive business plans aligned with the annual budget, regional strategy and global BLS objectives.

•Identify and evaluate new markets, business opportunities, partnerships and service offerings to expand the BLS portfolio and client base across the Middle East.

•Collaborate with Marketing and country heads to define and execute effective go-to-market strategies for BLS products and services.

•Provide market intelligence, competitive analysis and customer insights to the Middle East management and Global BLS teams to support strategic business decisions.

2. Operations, Technical Excellence, Quality & Compliance

•Provide strategic direction to BLS operations, technical delivery and support functions, ensuring high-quality, compliant and efficient service delivery in line with client framework agreements and company standards.

•Lead consulting and advisory engagements, ensuring technical and commercial excellence and successful client outcomes.

•Have overall accountability for business-unit accreditations, quality management and compliance, ensuring adherence to applicable regulatory, industry

•Act as the ultimate escalation point for critical technical, commercial or client-related issues, ensuring timely resolution and appropriate stakeholder management.

3. Client, Commercial & Regional Leadership

•Build and maintain high-value relationships with key clients, stakeholders and industry partners across the Middle East.

•Ensure timely, accurate and commercially sound project proposals, business presentations and key client communications.

•Drive collaboration across the regional business to leverage market opportunities, strengthen client relationships and enhance the overall BLS value proposition.

4. People, Capability & Transformation

•Mentor, coach and develop internal teams to strengthen regional technical, commercial and business capabilities across BLS domains.

•Drive talent development, succession planning and leadership capability building to ensure a strong and sustainable regional talent pipeline.

•Lead transformation initiatives focused on operational efficiency, digitalisation, automation, service innovation and continuous improvement across the Business Unit.

Education and Experience

-Bachelor’s degree in Civil Engineering; MBA from a recognized business school preferred.

-Experience: 15+ years in leadership position managing team, P&L strategy in building services, inspection, civil engineering, or infrastructure sectors.

-Proven success in managing regional P&L, market expansion, and solution-based projects.

-Strong understanding of building lifecycle services, regulatory frameworks in Middle East (Civil construction standards, building codes, etc) and quality systems.

-Demonstrated track record in business growth, P&L management, and strategic execution in Middle East market.
