Quality & Cost Control Manager

Location: Riyadh, Saudi Arabia

Job Summary

We are seeking an experienced Quality & Cost Control Manager to oversee project quality standards, cost control, and financial performance across capital projects and ongoing operations.

The ideal candidate will ensure projects are delivered according to approved quality standards, budgets, and timelines while identifying cost optimization opportunities and maintaining operational efficiency.

Key Responsibilities

Cost Control & Financial Management

• Develop project budgets, cost baselines, and financial forecasts.
• Monitor actual project costs against approved budgets and identify cost variances.
• Conduct financial feasibility studies using NPV, IRR, and payback period analysis.
• Identify cost-saving opportunities through value engineering without compromising project quality.
• Review and validate contractor variation orders, claims, and project-related expenses.
• Collaborate with Finance, Procurement, and Project Management teams to ensure financial control.

Quality Assurance & Compliance

• Develop and implement Quality Assurance and Quality Control (QA/QC) frameworks, standards, and procedures.
• Monitor contractors' performance and ensure compliance with Service Level Agreements (SLAs) and KPIs.
• Conduct regular site inspections and quality audits to ensure compliance with project specifications and applicable safety standards.
• Identify quality issues, oversee defect management, and ensure timely implementation of corrective actions.
• Support project handover and closeout processes while maintaining quality standards.

Reporting & Performance Monitoring

• Coordinate with the Project Management Office (PMO) to monitor cost and quality performance.
• Prepare weekly and monthly reports covering project budgets, cost variances, quality performance, and risks.
• Develop management dashboards and provide actionable recommendations to senior leadership.

Qualifications & Requirements

• Bachelor's degree in engineering, Construction Management, Finance, or a related field.
• 5–7 years of relevant experience in project controls, cost estimation, cost management, or QA/QC.
• Experience in commercial real estate, retail expansion projects, or large-scale multi-site developments is preferred.
• Strong knowledge of budgeting, financial forecasting, cost optimization, and project quality management.
• Proficiency in MS Project, Primavera P6, and advanced Microsoft Excel.
• Good understanding of contract administration, procurement processes, and contractor management.
• Strong analytical, problem-solving, communication, and stakeholder management skills.

Preferred Certifications

• Project Management Professional (PMP)
• Certified Cost Professional (CCP)
• Six Sigma Green Belt or Black Belt
