Role Purpose

The Technical Manager is responsible for providing technical leadership and oversight across AlBawani Capital's infrastructure, PPP, and investment development projects. The role ensures technical excellence throughout project origination, feasibility, planning, design, procurement, construction, and operational readiness phases. The Technical Manager supports investment decision-making by evaluating technical risks, validating project assumptions, managing technical consultants, and ensuring that projects achieve quality, regulatory, commercial, and operational objectives while maximizing long-term asset value.

Technical Management & Project Support

• Review and approve engineering designs, technical specifications, drawings, and consultant deliverables to ensure alignment with project objectives and technical standards.
• Provide technical guidance and recommendations to project development teams throughout project planning and execution phases.
• Coordinate multidisciplinary engineering activities to ensure effective integration of technical requirements across all project disciplines.
• Monitor technical progress against approved schedules, milestones, and project deliverables.
• Support the resolution of complex technical issues and engineering challenges to maintain project continuity and quality standards.

Feasibility, Due Diligence & Investment Support

• Conduct technical due diligence reviews for prospective investments, acquisitions, and PPP opportunities.
• Evaluate project feasibility studies, technical assumptions, and engineering solutions to determine project viability.
• Identify technical risks, opportunities, and constraints that may impact project development or investment returns.
• Support the preparation of technical reports, investment memorandums, and presentations for management and investment committees.
• Provide technical input during project structuring, bidding, financing, and contract negotiation activities.

Consultant & Stakeholder Management

• Manage the performance of engineering consultants and technical advisors to ensure timely delivery of quality outputs.
• Coordinate with government authorities, utility providers, operators, contractors, and other external stakeholders to secure technical approvals and project support.
• Lead technical review meetings, workshops, and stakeholder engagement sessions.
• Review consultant submissions and ensure compliance with contractual and project requirements.
• Facilitate communication and collaboration among project teams and external partners to resolve technical and operational issues.

• Implement technical governance procedures, quality assurance frameworks, and engineering review processes across projects.
• Conduct technical audits and compliance reviews to ensure adherence to regulatory requirements, industry standards, and company policies.
• Identify, assess, and mitigate engineering and technical risks throughout the project lifecycle.
• Lead value engineering initiatives to optimize project costs, improve efficiency, and enhance long-term asset performance.
• Ensure compliance with Saudi Building Codes, authority regulations, environmental requirements, and project technical standards.

Necessary Knowledge and Experience

• Minimum 13–15 years of experience in engineering, technical management, or project execution, minimum 5 years in a supervisory or management role.
• Proven experience leading multidisciplinary technical teams.
• Strong understanding of engineering standards, design management, and project delivery processes.
• Experience managing technical risks and resolving complex engineering challenges.
• Strong stakeholder management and decision-making capabilities.

Education and Certification Minimum Requirements

• Bachelor's Degree in Engineering or a related technical discipline.
• Master's Degree is an advantage.
• Professional Engineering certification is preferred.
• PMP certification is an advantage.

Job Specific Technical Skills

• Strong ability to review engineering designs, technical specifications, feasibility studies, and project deliverables to ensure compliance with technical, operational, and business requirements.
• Demonstrated expertise in technical due diligence, project feasibility analysis, risk assessment, and evaluation of infrastructure and PPP investment opportunities.
• Advanced knowledge of engineering standards, Saudi Building Codes, authority approval requirements, and quality assurance processes applicable to major development projects.
• Proven capability in managing multidisciplinary technical consultants, coordinating stakeholder requirements, and resolving complex technical issues throughout the project lifecycle.
• Proficiency in project management and engineering software, including AutoCAD, Primavera P6, Microsoft Project, Power BI, and related technical analysis and reporting tools.
