Role Summary

The Project Controls Advisor III supports plant outage projects within the GE Power Segment, focusing on highly complex initiatives. This full-time role involves interpreting costs and schedules to prepare budgets and developing comprehensive project control programs for cost and schedule analysis and tracking. The Advisor serves as a key resource for project managers, TFAs, and other site representatives, guiding them towards achieving project goals on time and within budget in Saudi Arabia. The role requires 5-10 years of experience.

Key Responsibilities

• Determine necessary tools to meet budget and project forecast goals.
• Develop Project Controls Plans and Outage schedules in accordance with the Global Project Controls Policy (GPCP), addressing specific outage project and Service Manager needs.
• Develop Resource Loaded Schedules aligned with Job Cost Estimates.
• Lead discussions for Job Cost Estimate (JCE) development and budgeting activities by analyzing historical data and applying previous project experience.
• Manage internal and third-party invoice tracking, processing, record-keeping, and auditing.
• Build backcharge claims with sourcing for third-party suppliers.
• Support Outage Schedule meetings and discussions with customers and end-users.
• Assist Service Managers in tracking extra works and change order claims.
• Review Actual Cost of Work Performed (ACWP) and Estimate at Completion (EAC) regularly with stakeholders, maintaining a forecast of amounts to be invoiced.
• Perform appropriate Change Control and Risk Management as outlined in GPCP.
• Analyze outage costs daily, focusing on ACWP and EAC, and recommend budget improvements.
• Issue Outage Planning Updates (OPU) at least twice a week.
• Reconcile invoiced amounts from subcontractors and third-party suppliers with field cost data.
• Assist Project Outage Managers (POMs) with close-out activities, ensuring all project hours, purchase orders, receipts, and invoices are correctly allocated and reconciled.
• Generate final Cost and Schedule reporting as required by GCPD and customers.
• Maintain historical project data and provide benchmarking support to project teams.
• Stand in for the POM during their absence.
• Ensure project setup in Oracle Primavera aligns with business needs and budget tracking against Purchase Orders or Subcontracts.
• Actively participate in project planning, execution, and closing activities.
• Train newly hired Project Controls Advisors.
• Participate actively in daily outage calls with the site team.

Qualifications and Experience

• 5-10 years of relevant experience in project controls.
• Demonstrated ability to interpret costs and schedules for budget preparation.
• Proficiency in developing project control programs for cost and schedule analysis and tracking.
• Experience in leading discussions for Job Cost Estimate development and budgeting.
• Familiarity with Oracle Primavera for project setup and management.

Work Environment

This is a full-time position based in Saudi Arabia. Travel may be required as part of the role's responsibilities.
