Job description
Key Responsibilities:
- Lead the consultant’s health, safety and environmental supervision activities across the project.
- Enforce compliance with the approved Project HSE Plan, Saudi labour requirements, Civil Defense regulations, Client procedures and contractual obligations.
- Monitor contractor implementation of approved HSE plans, procedures and control measures.
- Conduct daily site inspections and identify unsafe acts, unsafe conditions, environmental concerns and potential fire hazards.
- Supervise safety arrangements for bulk earthworks, excavation, grading and heavy earthmoving-equipment operations.
- Monitor deep excavations and trenching activities, including shoring, benching, access, egress, edge protection and underground-service controls.
- Review safety controls for lake excavation, geomembrane installation, welding, confined areas, water hazards and specialist lining activities.
- Monitor structural steel erection, lifting operations, crane activities, scaffolding and work at height.
- Review and approve contractor method statements, risk assessments, Job Safety Analyses and Permit-to-Work packages.
- Verify that high-risk activities do not commence until approved documentation, competent supervision and required controls are in place.
- Monitor lifting plans, equipment certifications, operator licences, rigging arrangements and exclusion zones.
- Enforce lockout/tagout, electrical-isolation and energy-control requirements.
- Monitor temporary works, traffic management, plant-pedestrian segregation and construction-logistics controls.
- Verify that contractors provide appropriate personal protective equipment and that workers use it correctly.
- Establish and enforce heat-stress prevention requirements for summer construction in Riyadh.
- Monitor heat-index or wet-bulb temperature conditions and recommend work-rest regimes in accordance with approved procedures.
- Verify the availability of shaded rest shelters, cool drinking water, hydration facilities and trained first-aid personnel.
- Conduct inspections of worker welfare facilities, sanitation, drinking-water provisions and rest areas.
- Review emergency-response, fire-prevention, evacuation, rescue and first-aid arrangements.
- Coordinate fire-safety requirements with the contractor, Client and Saudi Civil Defense where applicable.
- Plan, observe and evaluate emergency drills, including fire, evacuation, excavation rescue, medical emergency and severe-weather scenarios.
- Immediately stop or recommend suspension of work where an imminent danger or serious safety violation is identified.
- Investigate accidents, incidents, near misses, property damage and environmental events.
- Apply appropriate root-cause-analysis techniques and prepare investigation reports.
- Establish corrective and preventive actions, assign responsibilities and monitor actions through satisfactory closeout.
- Review contractor safety observations, inspection reports and incident statistics for accuracy and completeness.
- Chair or participate in HSE meetings, toolbox talks, coordination meetings and pre-task briefings.
- Support safety induction, workforce-awareness campaigns and targeted training for high-risk activities.
- Monitor subcontractor HSE performance and confirm that the main contractor exercises effective control over its supply chain.
- Issue safety observations, nonconformance notices and formal recommendations when deficiencies are identified.
- Maintain HSE registers covering incidents, inspections, observations, permits, training, corrective actions and equipment certifications.
- Monitor leading and lagging HSE indicators and identify recurring trends or deteriorating performance.
- Prepare weekly and monthly HSE reports and statistical dashboards covering incidents, inspections, training, violations and action closure.
- Advise the Project Manager on major HSE risks, contractor performance and matters requiring escalation.
- Coordinate with discipline engineers and inspectors to integrate safety controls into construction supervision activities.
- Promote a proactive safety culture based on visible leadership, workforce engagement and continuous improvement.
- Maintain accurate and auditable HSE records throughout the project assignment.
Minimum Requirements:
- Bachelor’s degree in Engineering, Safety Management, Environmental Science or another relevant discipline from a recognized university.
- Minimum 10 years of dedicated HSE supervision experience on major construction projects.
- Demonstrated experience working for an engineering supervision consultant or project-management consultancy.
- Proven experience managing safety across large civil earthworks, open infrastructure sites and building construction.
- Practical experience supervising excavations, trenching, heavy equipment, lifting operations, structural erection and work at height.
- Strong working knowledge of Saudi Civil Defense requirements, applicable Saudi occupational safety requirements, OSHA guidelines and environmental regulations.
- Demonstrated ability to review method statements, risk assessments, JSAs, lifting plans and Permit-to-Work documentation.
- Experience conducting incident investigations, root-cause analysis and corrective-action follow-up.
- Experience developing HSE reports, trend analyses and statistical dashboards.
- Strong inspection, communication, leadership and enforcement skills.
- Fluency in written and spoken English is mandatory.
