Quality Assurance Manager

About the Role

Westeel Metal Industries * is seeking an experienced QA/QC Manager to lead the company's quality function. This full-time position is based in Dammam, Eastern Province, and involves overseeing quality across structural steel fabrication, welding, painting/coating, inspection, documentation, and project delivery. The role requires 5-10 years of experience, with a strong focus on Saudi Aramco projects.

Key Responsibilities

• Develop, implement, maintain, and continuously improve Westeel's Quality Management System, ensuring compliance with ISO 9001 and client-specific requirements.
• Establish and maintain project-specific Quality Plans, Inspection and Test Plans (ITPs), procedures, and inspection formats.
• Ensure all activities comply with Saudi Aramco engineering standards, material specifications, and project procedures, coordinating with Aramco inspectors and client representatives.
• Oversee QA/QC activities for structural steel and PEB fabrication, including material receiving, cutting, drilling, fit-up, welding, dimensional inspection, surface preparation, blasting, painting, coating, galvanizing, and final inspection.
• Ensure welding activities adhere to approved WPS and PQR requirements, verify welder qualifications, and control welding consumables.
• Coordinate NDT activities (VT, MT, PT, UT, RT) and ensure NDT personnel hold appropriate qualifications.
• Ensure full material traceability from receiving through fabrication and final delivery, including review of Material Test Certificates and heat-number transfer.
• Monitor surface preparation and coating activities to comply with approved coating systems and specifications, including cleanliness, profile, ambient conditions, film thickness, and recoating intervals.
• Manage Non-Conformance Reports (NCRs), conduct root-cause analysis, develop corrective and preventive actions, and track NCRs to closure.
• Prepare and maintain complete project quality dossiers and Manufacturing Record Books, ensuring proper control of all quality documentation.
• Ensure all measuring and inspection equipment is identified, calibrated, and suitable for its intended application.
• Evaluate suppliers and subcontractors from a quality perspective, conduct audits, and monitor their quality performance.
• Manage QA/QC personnel, assign responsibilities, provide training, and ensure independence in quality acceptance decisions.

Candidate Profile and Requirements

The ideal candidate will be a strong factory-based QA/QC leader with 5-10 years of experience, demonstrating a practical understanding of fabrication processes beyond just quality documentation. The role requires the ability to identify issues on the shop floor, challenge unacceptable workmanship, and coordinate effectively with production teams. A thorough understanding of Aramco quality requirements, inspection procedures, documentation standards, material traceability, welding controls, and vendor/manufacturer quality systems is essential. The successful candidate must be able to build a quality culture while balancing compliance, production efficiency, and project delivery.

Performance Indicators

Performance will be measured against key areas including NCR frequency and closure time, welding repair rate, rework and rejection percentage, customer complaints, inspection acceptance rate, Aramco/client inspection performance, audit findings and closure, material traceability compliance, quality dossier submission performance, calibration compliance, on-time inspection completion, cost of poor quality, and supplier quality performance.
