Empower Capital is Egypt's first full-stack agricultural decarbonization company, building biomethane, soil carbon and biofertilizer projects across the country. We are hiring a Biogas Project Developer to take over a critical part of project delivery: securing the government approvals that move our biogas and biomethane projects from concept to construction and operation.

Today this work is led personally by our Chairman. You will take it over, turn it into a repeatable function, and manage the people and workstreams around it.

What you will do

• Own the end-to-end approvals pathway for biogas and biomethane projects: identify every permit, licence and no-objection letter required and the authority that issues each one.

• Build and manage relationships with governmental entities (energy, environment, agriculture, water and wastewater, investment and local authorities) and keep each file moving until final approval.

• Prepare complete, accurate submissions, follow them through in person and online, and resolve comments quickly.

• Create and manage the related jobs and workstreams: assign tasks, set deadlines, and coordinate consultants, legal counsel and internal teams.

• Maintain a live tracker of every approval with owner, status, next step and deadline, and give management a concise weekly update.

• Support site selection, feasibility and technical coordination alongside our engineering team.

• Flag obstacles early and recommend the next practical step.

What we are looking for

• 5+ years in project development, permitting or government relations in energy, environment, agriculture or infrastructure. Biogas, biomethane, waste-to-energy or wastewater experience is a strong advantage.

• Proven track record of obtaining approvals from Egyptian government bodies.

• Strong project management, follow-through and organisation.

• Excellent written and spoken Arabic and English.

• Comfortable in the field and at ministries, and able to work with minimal supervision.

• Bachelor's degree in engineering, science, law, business or a related field.
