Job Summary
Role Purpose
The Monitoring and Evaluation (M&E) Specialist is responsible for proving and improving what our programs achieve. The role builds the measurement architecture behind every cohort from indicators baselines data collection instruments dashboards and donor reports and turns participant and venture data into evidence that shapes and improves program design and satisfies grant compliance requirements.
Key Responsibilities
1. Impact Measurement Framework Design
Develop and maintain M&E frameworks theories of change log frames and results frameworks for each program and cohort aligned to donor requirements.
Define indicator sets covering venture growth training quality and KPI fulfillment and social impact outcomes.
Set targets and data definitions with each program manager so that every indicator has an owner source frequency and means of verification.
2. Baseline and End line Evaluation
Design and run baseline mid-line and end-line assessments for cohorts across Cairo and Upper Egypt governorates (Minya Assiut Sohag Qena Luxor Aswan).
Build survey instruments interview guides focus group protocols and scoring rubrics in Arabic and English and manage sampling enumeration and data quality assurance.
Conduct field verification visits validate self-reported venture data and document attribution and contribution carefully.
3. Ongoing Performance Monitoring
Operate the data pipeline for programs and maintain clean de-duplicated participant and venture databases.
Track cohort performance against targets flag under performance early to Program Managers and monitor mentor engagement and training completion quality.
Run post-session and post-program feedback loops (satisfaction learning gain net promoter) and translate findings into concrete delivery improvements.
4. Donor Grant and Compliance Reporting
Contribute to proposal and concept note development with baseline evidence indicator design targets and past-performance results.
Produce narrative and quantitative progress reports for donors foundations UN agencies and government partners on their formats and cycles.
Assemble evidence packs for audits ensure indicator figures reconcile across financial and narrative reporting.
5. Data Visualization Learning and Knowledge Products
Build and maintain dashboards and visual reports that give leadership program teams and partners a live view of portfolio performance.
Produce impact briefs case studies success stories and annual impact reporting inputs with the Communications team.
Institutionalize lessons learned: run after-action reviews maintain a learning repository and feed evidence into the design of future cohorts.
6. Systems Ethics and Data Protection
Improve M&E tooling to reduce manual effort and error.
Apply ethical data practices: informed consent confidentiality safeguarding-sensitive handling of beneficiary data and appropriate data retention.
7. Reporting and Travel
Working closely with Programs & Operations. Based in Cairo with periodic travel to program governorates for field data collection and verification.
Requirements
- Bachelors degree in Economics Statistics Social Sciences Development Studies Business or a related field a postgraduate degree or M&E certification is an advantage.
- 3-7 years of monitoring evaluation and learning experience with proven work measuring startup or SME growth training KPI fulfilment and donor-reported results.
- Strong quantitative and qualitative analysis background: indicator design descriptive and comparative analysis cohort and pre/post comparison coding and thematic analysis of qualitative data.
- Demonstrated survey methodology skills including instrument design sampling enumerator briefing data cleaning and quality control for field work in Egyptian governorates.
- Reporting acumen for international development entities and donors (UN agencies bilateral and private foundations) with the ability to write to prescribed templates and defend figures under review.
- Proficiency in data visualization and analysis tools.
- Understanding of theory of change results frameworks log frames and impact measurement standards used in entrepreneurship and social enterprise programming.
- Excellent written and spoken Arabic and English; able to build instruments and reports in both English and Arabic.
- Meticulous detail oriented and evidence-driven
- Ability to travel within Egypt.

Required Skills:
Bachelors degree in Business Administration Economics Marketing or a related field. 1-3 years of operational experience working with early-stage startups and founders in a comparable role. Working knowledge of the Egyptian and regional startup scene: key hubs funders competitions support programs and the realities facing early-stage founders outside Greater Cairo. Solid understanding of business modelling and early-stage methodology: Business Model Canvas Lean Startup customer discovery MVP thinking basic financial modelling and unit economics. Demonstrated ability to review pitch decks and give clear structured constructive feedback. Excellent organizational skills: managing multiple schedules mentors founders and deadlines at once with strong attention to detail and reliable follow-through. Strong communication and facilitation skills in Arabic and English written and spoken; comfortable presenting to founders and partners. Proficiency in MS Office and Google Workspace Willingness to travel within Egypt including Upper Egypt governorates and to work occasional evenings or weekends during bootcamps and demo days.
