Execution Manager – Social Housing Projects

We are seeking an experienced Civil or Architectural Engineer to manage the Execution Department for a large-scale Social Housing Project.

The position is responsible for leading and coordinating all site execution activities, managing execution engineers and subcontractors, organizing work fronts, sequencing construction activities, and ensuring that the planned construction program is efficiently executed and continuously optimized.

Key Responsibilities

• Manage and lead the Execution Department and coordinate the activities of all execution engineers and site teams.

• Develop and organize detailed execution plans for all project work packages in coordination with the Planning, Technical Office, Procurement, and other relevant departments.

• Establish the proper sequence and timing of construction activities, ensuring that each work item starts at the appropriate time and that work fronts are continuously available.

• Plan and coordinate the mobilization and entry of subcontractors according to the project requirements and approved schedules.

• Optimize the sequence of activities and work fronts to achieve maximum productivity and program compression wherever possible.

• Monitor actual site progress against the planned execution program and take immediate corrective actions when delays or productivity issues arise.

• Manage, direct, and control subcontractors and ensure their commitment to agreed work programs, manpower, resources, quality requirements, and productivity targets.

• Coordinate multiple subcontractors and work fronts simultaneously while avoiding conflicts and interruptions between different trades.

• Ensure that all required materials, manpower, equipment, drawings, and approvals are available before commencement of each activity.

• Review and verify daily and weekly execution plans and ensure effective implementation on site.

• Coordinate with the Planning Department to update progress, identify critical activities, and develop recovery and acceleration plans when required.

• Coordinate with the Technical Office regarding drawings, RFIs, technical issues, quantity requirements, and construction details affecting execution.

• Coordinate with Procurement to ensure timely availability of materials required for planned activities.

• Review and verify quantity take-offs and measurements for executed works.

• Prepare, review, and approve subcontractor quantity measurements and interim payment certificates before submission for further approval.

• Review and coordinate the preparation of client interim payment applications and ensure that executed quantities are properly documented.

• Monitor subcontractor productivity and evaluate their performance against agreed targets.

• Identify execution risks, bottlenecks, and potential delays and implement appropriate solutions.

• Ensure that construction activities are executed in accordance with approved drawings, specifications, method statements, quality requirements, and safety regulations.

• Conduct regular coordination meetings with execution engineers and subcontractors and follow up on agreed actions.

• Prepare regular execution and progress reports for senior management.

• Support project management in achieving project targets related to time, productivity, quality, and cost control.

Requirements

• Bachelor’s degree in Civil Engineering or Architecture.

• 10+ years of relevant construction experience, preferably in large-scale residential and Social Housing Projects.

• Proven experience in the execution and management of Social Housing Projects is mandatory.

• Previous experience managing an Execution Department or multiple execution teams on large-scale construction projects.

• Strong practical knowledge of construction methods, work sequencing, and site execution.

• Excellent ability to develop and organize execution plans, work fronts, and construction sequences.

• Strong experience in subcontractor management, including mobilization, manpower planning, productivity monitoring, coordination, and performance control.

• Strong ability to manage and coordinate multiple subcontractors and trades simultaneously.

• Proven ability to identify bottlenecks and reorganize work sequences to accelerate and compress project schedules.

• Good experience in quantity take-off, quantity surveying, and verification of executed quantities.

• Strong experience in reviewing and preparing subcontractor payment certificates and client interim payment applications.

• Good understanding of construction contracts, specifications, drawings, and method statements.

• Strong coordination skills with Planning, Technical Office, Procurement, QA/QC, and HSE departments.

• Good knowledge of Primavera P6 and/or MS Project is preferred.

• Good knowledge of AutoCAD and Microsoft Office.

• Strong leadership, negotiation, communication, and problem-solving skills.

• Ability to work under pressure and make effective decisions in a fast-paced construction environment.

• Strong organizational skills with the ability to manage multiple work fronts and priorities.
