مدير مشاريع العطاءات
تفاصيل الوظيفة
Responsibilities:
1. Market and opportunity development
- Maintain market, client and competitor intelligence and convert TAWZEA's strategy into a qualified pipeline of PPP, investment, concession and strategic O&M opportunities.
- Develop relationships with clients, public authorities, investors, lenders, partners and other market participants; identify opportunities early and position TAWZEA credibly before formal procurement.
- Register every opportunity before submission and ensure it carries one unique number through pipeline, approvals, bid files, clarifications, contract, handover and execution.
2. Opportunity qualification and pursuit strategy
- Prepare opportunity briefs and bid/no-bid recommendations covering strategic fit, client position, competitive advantage, delivery route, partners, resources, development budget, external support, value potential and principal risks.
- Define and maintain the approved pursuit strategy, business model, partnering approach and negotiation plan; obtain timely agreement from the stakeholders that own or will carry the relevant risks.
- Apply the proportionate governance route—standard, expedited or small/operation-led—while protecting the mandatory minimum controls and the Company's delegation of authority.
3. PPP and investment development
- Coordinate the development of investment cases, commercial structures, consortium/SPV arrangements, risk allocation, financing interfaces and value propositions for PPP and investment-led projects.
- Work with Finance and specialist advisors to ensure assumptions, sensitivities, returns, funding requirements, guarantees and contingent exposures are properly developed and evidenced.
- Prepare decision material for Executive Management and the Investment Committee when equity is required or a proposal deviates from pre-approved financial, commercial or risk thresholds.
4. Integrated bid development and functional ownership
- Act as Opportunity/Pursuit Lead when assigned and work with the Technical Tendering Manager, who coordinates the technical tender and submission process, to produce one coherent and compliant offer.
- Establish clear owners, deliverables, assumptions, interfaces, decisions and deadlines. Functional owners remain liable for the accuracy, completeness, cost basis and deliverability of their inputs and commitments.
- Ensure the intended delivery organization assesses the proposed solution, operating model, program, staffing, cost basis and performance commitments in sufficient time and formally accepts the execution baseline before submission.
- Escalate unresolved discrepancies, material assumptions, deviations and late inputs before TAWZEA makes a binding commitment.
5. Stage gates, approvals and external services
- Coordinate and evidence the required gate decisions: qualification; bid/no-bid and development authorization; solution and cost-basis validation; submission approval; BAFO/contract reapproval; and award-to-execution handover/close-out.
- For expedited or small offers, use delegated approvals and compressed or combined gates where permitted. At minimum, retain the unique opportunity code, named owner, proportionate functional/delivery validation, authorized approval, traceable submission and recorded outcome/handover.
- Identify advisors, designers and other external services at bid/no-bid stage and obtain pre-approval based on quotations or a justified expected-cost allowance before commitment. Limited pre-development spend may be authorized at qualification stage within delegated limits; material increases, contingent fees and additional BAFO support require reapproval.
- Ensure all offers—including operation-led and short-deadline submissions—are recorded, communicated to the relevant authority and traceable through result and execution.
6. Negotiation, award and execution handover
- Lead or coordinate the commercial pursuit, partner alignment and client negotiation workstream within approved mandates, ensuring material changes are revalidated by the original risk owners and approving authority.
- Maintain continuity through award and complete a documented handover of scope, exclusions, commitments, assumptions, pricing basis, risks, partner obligations, guarantees and outstanding actions to the accountable delivery executive.
7. Performance, records and organizational learning
- Maintain accurate pipeline, gate, budget, advisor, decision and outcome records and provide concise reports on opportunity status, probability, resource needs, risks and decisions required.
- Capture and disseminate lessons from lost and won bids, negotiations, mobilization and operations; feed them into qualification criteria, benchmarks, templates, partner choices and risk controls.
- Safeguard TAWZEA's approved development principles, technical and operating standards, commercial thresholds and risk appetite; obtain explicit approval for any exception.
- Support the future strengthening of the Business Development function, including processes, tools, market coverage, role definitions and onboarding of additional resources when approved.
