Job description

• Independently perform quantity surveying and cost management for the Theme Park's main scenic spots, hotels, and other expansion projects. The scope of estimation covers on-site works, infrastructure, regional development, facilities, interior decoration, themed finishes, show sets, and amusement rides throughout the entire project lifecycle. This must be accomplished with minimal direct supervision, even when information is incomplete or unclear.
• Guide, coach, and develop other project quantity surveyors.
• Provide cost management throughout the project lifecycle, continuously quantify risks, formulate mitigation plans, and work with the project team and relevant departments to jointly forecast the project's total Estimated Final Cost (EFC).
• Supervise the preparation of the project's overall EFC budget to secure capital approval. Based on scope/design documents and inputs from various departments, construction settlements, external suppliers, and/or external service implementation plans, coordinate estimation/tendering work. Work closely with the project quantity surveyors and the project team to ensure the completeness of all estimates.
• Review all design documents during the design phase and provide trend estimation and analysis based on the current EFC/budget.
• Collaborate with operations, design teams, and contractors to provide estimates, cost data, analysis, and scenario planning.
• Validate the reasonableness of estimates based on comparable/equivalent historical data.
• Provide cost guidance, value engineering, and alternative solutions to designers and the project team.
• During the tendering period, work with the cost consultant to co-host public or invited tenders. Review and evaluate technical specifications, drawings, and other supporting documents to determine the scope of work and required pricing content, finalize pricing documents, and complete tender analysis for direct award.
• During the contract execution period, work with the cost consultant to jointly manage interim payments, variations/claims management (including estimation, negotiation, and final settlement).
• Effectively adapt complex financial and estimation data for audiences at different levels and provide dynamic project EFC reports.
• Collaborate with the leadership team or assist senior management in formulating project strategies, risk mitigation measures, and recovery/acceleration plans.
• Review historical cost data such as purchase orders, subcontracts, and productivity analysis reports, and accurately input them into the database.

Skills

• At least 10 years of quantity surveying or cost control experience. Candidates with the ability and experience to complete highly complex and highly professional work will be preferred.
• Specifically requires at least 4 years of estimation experience in theme park facilities, show sets, and amusement rides construction.
• Ability to successfully resolve conflicts.
• Demonstrate decision-making ability and relationship-building skills.
• Confident presenter, able to adjust communication style based on the audience, with effective written and verbal communication skills.
• Fluent in English.
• Possess relevant knowledge of theme parks, hotels, or the themed entertainment industry.
• Bachelor's degree or above. A background in Quantity Surveying, Cost Management, or equivalent technical training/relevant experience is preferred.
