About the Role

700apps is seeking a Senior Project Manager to lead the delivery, support, and continuous enhancement of an enterprise Board Management System for a prominent government entity in Saudi Arabia. This full-time position is based in Riyadh, Riyadh, Saudi Arabia. The ideal candidate will possess over 10 years of experience in technical project management, managed services operations, and enterprise system delivery, with a proven track record of managing multidisciplinary teams and ensuring compliance with government security and governance standards.

Key Responsibilities

• Lead end-to-end delivery, support, maintenance, and enhancement of the Board Management System, ensuring alignment with project objectives and client expectations.
• Manage managed services operations, ensuring compliance with Service Level Agreements (SLAs), Key Performance Indicators (KPIs), and agreed service commitments.
• Oversee incident, problem, change, release, and configuration management processes to ensure service stability and business continuity.
• Develop and manage project plans, schedules, budgets, resource allocation, risks, issues, and dependencies.
• Coordinate cross-functional teams of 10+ members, including Business Analysts, UI/UX Designers, Developers, QA Engineers, DevOps, and Cybersecurity specialists.
• Oversee system releases, deployment activities, rollback plans, and change approvals across on-premises environments.
• Ensure effective implementation of DevSecOps practices, Secure Software Development Life Cycle (SSDLC), and internal CI/CD pipelines.
• Manage system integrations and technical dependencies, including SSO, email, SMS, notifications, and electronic signature services.
• Ensure compliance with applicable National Cybersecurity Authority (NCA) and Digital Government Authority (DGA) requirements, data protection policies, and security controls.
• Coordinate penetration testing, vulnerability assessments, and remediation activities with technical and cybersecurity teams.
• Manage client relationships, stakeholder communication, vendor coordination, and executive-level reporting.
• Maintain project documentation, RAID logs, service reports, performance dashboards, and continuous improvement plans.
• Identify operational risks and implement service improvement initiatives to enhance system availability, performance, and user satisfaction.

Required Qualifications

• Over 10 years of proven experience managing government, public-sector, or large enterprise technology projects, preferably within Saudi Arabia.
• Demonstrated experience managing multidisciplinary technical teams and coordinating multiple project stakeholders.
• Strong understanding of managed services frameworks, SLAs, KPIs, incident management, problem management, change management, and release management.
• Experience managing on-premises enterprise environments, deployment activities, Git, and internal CI/CD pipelines.
• Familiarity with DevSecOps, SSDLC, cybersecurity controls, vulnerability management, and penetration testing.
• Experience overseeing API integrations and enterprise services such as SSO, email, SMS, notifications, and e-signature solutions.
• Knowledge of NCA cybersecurity controls, DGA requirements, and applicable data protection regulations.
• Experience with project governance, risk management, resource planning, vendor management, and executive reporting.
• Experience with Board Management Systems, committee management platforms, or similar governance solutions is highly preferred.

This role involves working with a leading government entity in Saudi Arabia, requiring adherence to stringent government security and governance standards. The position is full-time and based in Riyadh, focusing on the continuous enhancement and support of critical enterprise systems.
