HPCE strategy, activities, and monitoring:

• Actively contribute to the design/adaptation of the HPCE strategy / workplan.

• Lead and follow up on the implementation of the HPCE strategy / workplan, according to the chronogram.

• Support participatory approaches and regular patient/community consultations before and during implementation of the HPCE strategy.

• Organizing health awareness sessions for MSF's medical and non-medical staff

• Support in the design of health education materials and participatory methods, applying the right process (pretesting, validation of content, translation).

• Contribute to rapid assessments and surveys.

• Actively support in the systematic collection, encoding and reporting of community feedback and rumours.

• Support the implementation of community-based surveillance (data collection, active case finding, tracing, linkage to care.

• Responsible for the planning and organization of community meetings (in collaboration with HPCE Manager).

• Contribute to the community mapping.

• Monitoring: Ensure the availability of the data collection tools; the data encoding in the data base and the quality check.

• Monitoring: Contribute to the analysis of the monitoring data and look for adjustment (in collaboration with HPCE manager), monthly reporting (MMR, sitrep etc.).

Team management:

• Contribute to evaluation of the HP team (with the HPCE manager).

• Contribute to the development plan for the HP team.

• Training: Contribute to the need’s assessment, design, and implementation of training for the HP team, in collaboration with the HPCE manager.

• Organize regular and systematic supervision of the HP activities and provide on the job-coaching.

• Ensure the planning and practical organisation of the activities for the HP team (HP roster).

• Ensure the organisation of regular HP team meetings.

MSF Section/Context Specific Accountabilities

The HPCE Supervisor -Great Cairo is based in Cairo and covers the three project components: T1DM at Faisal Clinic, PHC/NCD at Shoubra, and RH at Dokki. The position ensures regular field supervision, technical support to HPCE teams, and harmonization of activities in collaboration with the HPCE Manager, medical teams and local partners, including Ibrahim Badran Foundation (IBF) and Egypt without Disease (EWD).

• Supervise and monitor the implementation of HPCE activities across the three clinics, ensuring quality, consistency and alignment with the HPCE strategy, project objectives and the specific needs of each target population. This is through close coordination with the HPOs and the Medical Activity Managers (MAM) at each clinic.

• Support the HPCE Manager and PMC in planning, implementing and reviewing HPCE activities, including regular field visits, supervision schedules, community assessments and the development and adaptation of culturally appropriate HP tools and key messages.

• Provide technical supervision, coaching and on-the-job mentoring to HPOs and CHW volunteers. Identify capacity-building needs, organize training and refresher sessions, and support effective coordination and implementation of daily activities. Develop and share a weekly supervision rota ensuring that at least 1 or 2 visit each clinic every week. HP supervisor is to document supervision findings, agree on follow-up actions with relevant clinic HPOs and MAMs, and monitor their completion regularly.

• Support HP manager on community engagement and coordination with CBOs, community representatives, patient groups and implementing partners, if needed. Promote two-way communication by collecting and sharing community feedback, concerns, rumours and information needs.

• Ensure the harmonization and appropriate implementation of HPCE activities across T1D, PHC/NCD and RH, including patient education, treatment understanding and adherence, access to services, referral pathways[DE1] in collaboration with the clinic management teams.

• Monitor HPCE indicators and quality of activities using approved tools and reporting procedures. Review HPO and CHW data andreports regularly to ensure they are complete, accurate, consistent, and submitted on time. Verify data against sources where appropriate, consolidate findings across 3 clinics, identify trends, gaps and any discrepancies. The HP supervisor shares these findings to HPCE manager and the project to document agreed corrective actions, and follow-up completions.

• Ensure regular information sharing and coordination with the HPCE Manager, PMC, medical teams and implementing partners. Report significant operational challenges, community concerns and emerging public health risks, and contribute to project reporting and lessons learned. Provide operational information requested by the PC and Ops, ensuring that this support contributes to effective project implementation.

• Ensure that all HPCE activities respect MSF principles, confidentiality, patient dignity, informed choice and non-discrimination, and that community feedback and sensitive concerns are shared to relevant stakeholders immediately and handled appropriately.

• Coordinate closely with the MAMs to plan, implement and monitor HPCE activities across the different project components, ensuring alignment with medical priorities, integration into clinic activities and a coordinated response to patients’ and communities’ needs.

• Promote the well-being of HPOs and CHWs through regular supportive check-ins during supervisions. Discuss workload, safety and performance concerns. For stress and health concern, to raise the issue with the staff health unit. HP supervisor will maintain confidentiality, document only necessary work-related actions, and refer or escalate concerns through the appropriate channels.

Requirements

Education Essential: Bachelor’s degree in social sciences, social work, behavioral sciences,, community health, nursing.

Experience Essential: Minimum two (2) years of professional experience in health promotion activities

Essential: Experience coordinating activities or supervising/guiding a team is essential

Essential: Working experience with vulnerable communities is essential.

Desirable: Experience in training education activities. Is desirable

Desirable: Experience with MSF or other NGOs. Experience of collaboration with Ministry of Health institutions.

Languages Essential: Fluency Arabic and English

Knowledge Basic competencies in Microsoft word and excel are essential.

Working experience with vulnerable communities is essential)

knowledge of the Egyptian culture and health system & migration dynamics

Job Conditions:

• Location: Cairo, Giza.

• Contract type: Fixed-term Contract – Full-time (working hours: 8:30 am – 5:00 pm)

• Please note that the salary is not negotiable, and that previous MSF experience will be taken into account for salary calculation.
