Purchasing Officer - Electrical Speciality | Casablanca (Morocco)

Job : 3. MISSIONS AND RESPONSIBILITIES3.1 Needs Analysis and Supplier Consultation

• Read and analyze technical documents (Technical Specifications, plans, single-line diagrams, parts lists) prepared by the design office
• Identify and qualify material needs for each project: electrical panels, MV/LV switchgear, cables, cable trays, lighting fixtures, ELV equipment (VDI cabling, fire safety systems, video surveillance, access control)
• Launch supplier tenders based on technical specifications
• Analyze received bids from technical, commercial, and deadline perspectives, in line with project specifications
• Propose technically validated alternatives or equivalents to optimize costs without compromising performance

3.2 Negotiation and Order Placement

• Negotiate purchasing conditions: unit prices, volume discounts, deadlines, payment and delivery terms
• Select the chosen suppliers and place orders within the deadlines set by the construction schedule
• Draft and formalize purchase orders and supply contracts
• Ensure order follow-up: confirmations, progress, delay alerts
• Manage supplier disputes: non-conformities, incomplete deliveries, returns, credit notes

3.3 Supplier Panel Management

• Identify, evaluate, and qualify new electrical suppliers and distributors (retailers, manufacturers, wholesalers)
• Maintain and develop relationships with strategic suppliers: Schneider Electric, Legrand, Hager, ABB, Nexans, Prysmian, Bosch Security, Honeywell, Axis, and other industry brands
• Conduct periodic supplier evaluations (quality, deadlines, service) and update the panel
• Ensure diversification of sources for strategic materials to reduce dependency risks
• Monitor the market for price changes, new product ranges, and supply chain issues

3.4 Import Purchasing Management (Incoterms, Customs, Transit)

• Select the appropriate Incoterm (EXW, FOB, CFR, CIF, DAP, DDP, etc.) based on the nature of the material, mode of transport, and leverage with the supplier, and assess its impact on total cost and risk transfer
• Prepare and verify import documents (pro forma and final invoice, packing list, certificate of origin, bill of lading or air waybill, CE conformity certificates)
• Coordinate with international freight forwarders and carriers to choose the most suitable mode of transport (sea, air, road) for the project deadline and budget
• Oversee import customs clearance operations through Moroccan customs channels (BADR system of the Customs and Indirect Taxes Administration, PortNet platform), in liaison with the authorized customs broker
• Anticipate and track import duties, import VAT, and applicable special regimes (temporary admission, customs warehousing)
• Ensure regulatory compliance of imported products (CE standards, electrical conformity certificates) and manage non-conformities or customs blockages
• Track end-to-end delivery times (supplier to freight forwarder to customs clearance to site) and alert in case of risk of delay on a project

3.5 Contribution to Project Economic Performance

• Participate in project kick-off meetings to identify purchasing challenges early in the design phase
• Contribute to the pricing of commercial offers by providing updated purchase prices
• Track and analyze the differences between the estimated purchasing budget and actual expenses per project
• Propose action plans to improve purchasing margins (consolidation, framework agreements, alternative sourcing)
• Produce monthly purchasing dashboards for management

• Experience reading electrical plans and parts lists (single-line diagrams, wiring diagrams)
• Use of an ERP or purchasing management software (SAGE, SAP, Batigest, or equivalent)
