Program Manager Role at Hill International (KSA)

Hill International (KSA) is seeking a Program Manager to join their team in Al Qassim, Qassim Province. This full-time role involves participating in the planning and formulation of design alternatives and solutions for construction projects, working closely with various stakeholders to define project parameters and ensure successful execution.

Role Overview

The Program Manager will be responsible for overseeing large-scale infrastructure programs, specifically focusing on water and wastewater works. This position requires a professional with extensive experience in managing complex projects, ensuring compliance with design specifications and client requirements, and driving project delivery efficiency.

Key Responsibilities

• Participate in the planning and formulation of design alternatives and solutions for construction projects.
• Collaborate with project sponsors, cross-functional teams, and assigned project managers to define scope, deliverables, resources, work plans, budgets, and timelines for new initiatives.
• Manage program and project teams to optimize return on investment and coordinate cross-project initiatives.
• Identify key requirements for cross-functional teams and external vendors.
• Develop and manage project budgets, ensuring accountability for established business goals and objectives.
• Work with other program managers to identify and mitigate risks and capitalize on opportunities across multiple departmental projects.
• Analyze, evaluate, and overcome program risks, producing comprehensive program reports for managers and stakeholders.
• Maintain continuous communication with client representatives regarding project progress and areas of concern.
• Develop and administer project budgets, fiscal controls, contracts, and quality control provisions.
• Direct work sequencing to expedite project delivery and minimize disruption to ongoing operations.
• Ensure project operations comply with design specifications and client requirements.
• Adhere to relevant Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures within Hill International.

Qualifications and Experience

• Bachelor's degree in Engineering from an accredited university.
• Minimum of 20 years of experience in managing large-scale infrastructure programs consisting of multiple projects.
• Demonstrated experience in major government and/or semi-government program and project implementations.
• Extensive experience in the construction management of water and wastewater works.
• Proven experience in implementing a zero-accident philosophy.
• A record of engagement with government entities and utility providers.
• Excellent verbal and written communication skills.
• Experience working internationally.

Work Environment

This is a full-time position based in Al Qassim, Qassim Province, Saudi Arabia. The role requires collaboration with diverse teams and continuous interaction with clients and stakeholders.
