Program Manager Role at Hill International

Hill International, Inc. is seeking a Program Manager to join their team in Al Qassim, Al Qasim. This full-time role involves overseeing large-scale infrastructure programs, ensuring project delivery aligns with design specifications and client requirements. The successful candidate will play a critical role in managing program and project teams, developing budgets, and mitigating risks across multiple initiatives.

Key Responsibilities

• Participate in the planning and formulation of design alternatives and solutions for construction projects.
• Collaborate with project sponsors, cross-functional teams, and assigned project managers to define scope, deliverables, resources, work plans, budgets, and timelines for new initiatives.
• Manage program and project teams to optimize return on investment and coordinate cross-project initiatives.
• Identify key requirements for cross-functional teams and external vendors.
• Develop and manage project budgets, ensuring accountability for established business goals and objectives.
• Work with other program managers to identify risks and opportunities across multiple departmental projects.
• Analyze, evaluate, and mitigate program risks, and produce program reports for managers and stakeholders.
• Maintain continuous communication with client representatives regarding project progress and areas of concern.
• Develop and administer project budgets, fiscal controls, contracts, and quality control provisions.
• Direct work sequencing to expedite project delivery and minimize disruption to ongoing operations.
• Ensure project operations comply with design specifications and client requirements.
• Adhere to relevant Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures within Hill International.
• Perform other duties as assigned by the line manager or supervisor.

Required Qualifications and Experience

• Bachelor's degree in engineering from an accredited university.
• Minimum of 20 years of experience in managing large-scale infrastructure programs consisting of multiple projects.
• Demonstrated experience in implementing major government and/or semi-government programs and projects.
• Extensive experience in the construction management of water and wastewater works.
• Experience in implementing a zero-accident philosophy.
• A proven record of engagement with government entities and utility providers.
• Excellent verbal and written communication skills.
• Experience working internationally.
