Job Purpose
Manage and control project costs throughout the project lifecycle by establishing cost baselines, monitoring actual and committed expenditures, forecasting final costs, analyzing variances, and providing management with accurate cost information to support effective project financial control.

Key Responsibilities
• Establish and maintain project cost control systems and procedures.
• Review approved project budgets, BOQs, cost breakdown structures, and
contractual requirements.
• Develop and maintain the project cost baseline.
• Monitor actual, committed, and forecast costs against the approved budget.
• Analyze cost variances and identify the causes and potential financial impact.
• Prepare detailed cost reports, dashboards, and management summaries.
• Monitor procurement costs, purchase orders, subcontract commitments, invoices, and payments.
• Coordinate with Procurement, Finance, Project Management, Tendering, and Commercial departments.
• Monitor project quantities and their impact on project costs.
• Review and control variations, change orders, additional works, and omissions.
• Evaluate the cost impact of design changes, scope changes, and project instructions.
• Maintain an updated forecast of the Estimate at Completion (EAC).
• Monitor Cost to Complete (CTC) and identify potential cost overruns at an early stage.
• Track project commitments and ensure that all financial commitments are properly reflected in the cost report.
• Review subcontractor and supplier costs against approved budgets and commitments.
• Identify cost-saving and value-engineering opportunities.
• Establish appropriate cost codes and cost breakdown structures for project monitoring.
• Develop historical cost data and benchmarks for future tenders and projects.
• Prepare management reports highlighting budget status, commitments, actual costs, forecast costs, and variances.
• Support commercial and project teams in evaluating the financial impact of claims, variations, and contractual changes.
• Conduct periodic cost reviews with project management and relevant departments.
• Ensure accurate and timely cost reporting in accordance with company procedures.
• Review and mentor Junior Cost Control Engineers.
• Develop and improve cost control procedures, templates, dashboards, and reporting tools.

Requirements

Required Qualifications:

• Bachelor's degree in Engineering, preferably Civil, Electrical, Mechanical, or relevant discipline.
• 5+ years of relevant experience in project cost control, project controls, estimation, or contracting.
• Strong knowledge of project budgets, BOQs, procurement, subcontracting, and project financial control.
• Advanced Microsoft Excel skills.
• Experience in cost forecasting and variance analysis.
• Strong understanding of project commercial and contractual processes.
• Ability to analyze large amounts of cost and project data.
• Strong reporting and management presentation skills.
• Strong coordination and communication skills.
• Ability to identify financial risks and cost overruns at an early stage.
