The HR Operations Manager will be responsible for leading day-to-day HR operations, overseeing payroll, personnel administration, social insurance, time and attendance, employee relations, and HR systems for a large, multi-site workforce in Egypt.

Key Accountabilities

• Lead and manage the HR Operations team, ensuring efficient and accurate delivery of HR services across all company sites.
• Oversee the end-to-end monthly payroll process, including attendance, overtime, allowances, incentives, deductions, loans, and final settlements.
• Ensureaccurateandtimelyprocessingofsalarytax,socialinsurancecontributions,andallstatutorypaymentsincoordinationwithFinance.
• Managepersonneladministrationthroughouttheemployeelifecycle,includingcontracts,renewals,promotions,transfers,resignations,andterminations.
• Ensure full compliance with Egyptian Labour Law No. 14 of 2025, Social Insurance Law No. 148 of 2019, and applicable salary tax regulations.
• Overseetimeandattendancesystems,shiftschedules,overtimeapprovals,leavebalances,andtriprecordsacrossheadoffice,depots,warehouses,andworkshops.
• ManagerelationshipswiththeLabourOffice,socialinsuranceauthorities,andotherrelevantgovernmententities,ensuringcomplianceandreadinessforinspections.
• Monitorpayrollcosts,overtime,absenteeism,andworkforce-relatedexpenses,identifyingdiscrepanciesandrecommendingcorrectiveactions.
• Handleemployeerelationsmatters,grievances,investigations,anddisciplinaryproceduresinlinewithcompanypoliciesandapplicablelaborlegislation.
• Administer employee benefits, including medical and life insurance, transportation, meals, and other employee services.
• CollaboratewithFinance,Operations,TalentManagement,Legal,HSE,andITtoensuresmoothHRservicedeliveryandeffectiveworkforcemanagement.
• Establish and monitor HR operational KPIs, ensuring timely employee services, accurate payroll processing, and continuous process improvement.

Knowledge,Skills,andExperience

• 8+ years of experience in Human Resources, including at least 4 years leading payroll and personnel administration.
• ProvenexperiencemanagingHRoperationsandpayrollforaworkforceof500+employees,preferablywithapredominantlyblue-collar,shift-based,ormulti-siteworkforce.
• Stronghands-onknowledgeofEgyptianLabourLawNo.14of2025,SocialInsuranceLawNo.148of2019,andsalarytaxregulations.
• Proven experience dealing with Labour Offices, social insurance authorities, government inspections, and statutory compliance requirements.
• Experienceintransportation,logistics,manufacturing,orotheroperationallyintensiveindustriesishighlypreferred.
• Strong expertise in end-to-end payroll processing, compensation administration, personnel affairs, time and attendance, and employee relations.
• Experience managing HRIS, payroll, and biometric attendance systems, such as SAP, Oracle, Odoo, or Zoho.
• Advanced Excel skills and the ability to analyze HR data, reconcile payroll discrepancies, and prepare accurate management reports.
• HR, payroll, or labor law certifications are an advantage.
